Public Relations Outreach Specialist

Summary

This position is located in the Congressional and Public Affairs Staff, Office of Public Affairs and Consumer Education (OPACE), Food Safety and Inspection Service (FSIS). The primary mission of OPACE is to effectively communicate with media, Congress, external stakeholder organizations, the public, other Government agencies, and internal audiences about all FSIS programs, legislative and policy affairs affecting the Agency.



Responsibilities


This position is being concurrently announced under Delegated Examining Procedures on announcement number FSIS-2019-MCE-0010 open to any US Citizen. Current and former Federal employees may apply to both announcements, but should be sure to apply to this announcement FSIS-2019-MMP-0009 to maximize opportunities for consideration since different referral criteria apply to each announcement type

Responsibilities:
  • Provide analysis of complex Agency and policy issues, including: legislation, bills and resolutions involving the Agency mission that could have substantial policy impacts on FSIS operations.
  • Develop and evaluate pertinent background information and briefing papers that may cut across several Agency programs.
  • Plan and lead national communications initiatives to convey complex information regarding mission area programs and activities.
  • Serve as a point of contact to Congressional staffs and committees for information on FSIS programs, operations, policies, legislative position and Department-sponsored legislation.
  • Independently develop expertise in specific issue areas which affect regulatory actions by the Agency.
  • Research, analyze, and write a wide variety of materials such as press releases and talking points to communicate FSIS goals to the media, Congress, and the public.
  • Supports the food recall committee as the public affairs specialist responsible for drafting the press releases that relate to the recall of products. This responsibility rotates throughout the Public Affairs team and involves some evening and weekend support.
  • Other duties as assigned.
