Coastal Program Analyst III and Coastal Program Manager Examination

In order to be considered for a position as a Coastal Program Analyst III or Coastal Program Manager with the State of California, you must first apply to take the Coastal Program Analyst III and/or Coastal Program Manager examination. The exam is an oral interview that takes place in San Francisco and Long Beach. Once you are on the CPA III and/or CPM eligible list(s), you can then apply and be considered for vacant CPA III and/or CPM positions at the California Coastal Commission or the San Francisco Bay Conservation & Development Commission.     


The Coastal Program Analyst series describes professional work concerned with the conservation, enhancement and development of coastal and ocean resources and regulating the uses of land or water in California's coastal zone. This work is accomplished by planning, regulating and managing uses of coastal resources in the coastal zone.


Coastal Program Analyst III is typically the working supervisor level. Under direction, incumbents (1) direct the work of a specialized headquarters unit and personally perform the most difficult and complex work; or (2) direct a district unit engaged in permit review, enforcement or land use planning and personally perform the most difficult and complex work; or (3) function as a non-supervisory staff specialist in a difficult and sensitive program development, policy or coordination position which is either critical to the basic mission of a Commission or of statewide significance. 


Coastal Program Manager is typically the full supervisory and program management level. Under general direction, incumbents plan, organize, direct and are accountable for programs in either the headquarters office or a district office which are of major significance and are sensitive and complex. Incumbents at this level may (1) supervise a small staff, or (2) supervise a larger staff with the assistance of subordinate supervisors.


Positions exist statewide in San Francisco, Arcata, Santa Cruz, Ventura, Long Beach and San Diego with the California Coastal Commission and in San Francisco with the San Francisco Bay Conservation and Development Commission.
