Program Analyst
The Position:  AM Pierce & Associates is in search for candidates who will be providing mainly program ops and some acquisition support to our government customers in Patuxent River, MD.

The Description:
  • Provide preparation and coordination of procurement packages/requests to include Statements of Work (SOWs), Contract Data Requirement Lists (CDRLs), Sections B-J, Justifications and Approvals (J&As), and other data and documents as requested by the PMA and in close coordination with the appropriate Integrated Program Team Leads (IPTLs) and Contract Specialist
  • Provide the set-up, organization of all stakeholders, and preparation of the procurement packages for all procurement strategy meetings with leadership and appropriate stakeholders to include meeting makers, call-in information, and photocopied documentation to be reviewed at the meeting(s)
  • Provide the set-up, organization of all stakeholders, and preparation of the procurement packages for the Procurement Planning Conferences (PPCs) utilizing the Procurement Management Tool (PMT) to support planning and execution of acquisition efforts; ensure all procurement milestones are tracked to closure through the PMT and other PMA Internal Tracking reports
  • Coordinate the review of planning documents to assure integration of applicable policies, procedures, contact provisions and data requirements
  • Track and monitor contract modifications. Ensures all contract logbooks are up to date with the latest documentation and tracking sheets on a weekly basis
  • Draft, finalize and staff Procurement Initiation Documents (PIDs) from PID initiation to contract award
  • Review, update and provide weekly status reports to the Acquisition Lead
  • Gather input and disseminate the weekly Contracts Priority Slide to Acquisition Lead in support of PMA executive leadership team meetings
  • Draft, update and maintain Letters/Correspondence tracker for specified IPTs. Draft response letters for IPTs as requested. Assist with any additional correspondence formatting as requested
  • Assist in tracking action items during the Letters/Correspondence review at the bi-weekly Contracts meeting
  • Assist in maintaining the action item log
  • Participate in weekly and bi-weekly Contractor status meetings
The successful candidate will have the education and experience below:
·        BA or BS with a degree in a business, management, or an engineering discipline.
·        ALLOWABLE SUBSTITUTION: an AS or AA degree and an additional four (4) years of experience; or an additional six (6) years of experience may be substituted for a BS or BA degree
·        Four (4) to Six (6) years of experience in program management, technical or business analysis discipline; and included in the four (4) years, there must be two (2) years professional experience in technical efforts supporting major weapon systems and components development. Demonstrated experience in the program/project status and schedules. Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to Planning, Programming, and Budgeting System (PPBS), life-cycle management of military acquisition programs (as specified in the DOD 5000 series)
Preferred:
  • MS Office Suite (Word, Excel, PowerPoint, Outlook, etc.)
  • Extensive knowledge of the NAVAIR Procurement Process/PID Guide including Statement of Works (SOWs), CLIN structures, development of Sections B-J and Contract Data Requirement Lists (CDRLs)
  • Procurement Management Tool (PMT) (at least two years’ experience)
  • Share Point
  • ASSIST Database
Active DoD SECRET clearance is required
The Working Environment: The physical environment requires the employee to work on-site at the government program office, sitting in a cubicle or at a desk, looking at a computer for the majority of the workday. The employee may be required to walk short distances to offices/conference rooms and buildings on site. In some occasions, the employee may be required to drive to offices or buildings near the work site. In rare occasions, travel may be required.
