The Geographic Information Systems (GIS) Unit within the Information Technology Services Office (ITSO) at our Headquarters building in Lacey, WA.  is currently looking to fill a NHD Data Analyst/Cartographer (IT Data Management Entry) position The GIS Unit is a cross-functional team of 7 GIS professionals who are dedicated to providing valuable geospatial solutions, data, and support to staff and citizens to realized Ecology's mission. In this role, you will work in a supportive and professional environment with fantastic people who are passionate about the environment and GIS, understand the importance of work-life balance, and are focused on continual improvement and learning. You will be working with our National Hydrography Dataset (NHD) team to update Washington's shoreline using available LIDAR data and integrate it into our hydrography dataset. Your work will directly support science and planning that is focused on making measurable improvements in the environment of the State of Washington.

Duties
Some of the key work activities of the NHD Data Analyst/Cartographer include:
Serves as a Data Analyst/Cartographer capable of working independently of direct supervision in support of the development and maintenance of the National Hydrography Dataset (NHD) for Washington State.
Tasks include:
  • Work with field staff, local government, and stakeholders to compile a list of stream course, shoreline and watershed boundary edits required in the project area.
  • Identify and obtain ancillary data to help properly identify the water features which meet the minimum criteria for adding to the database.
  • Use the NHD Geo Edit Tool to add, edit, and delete hydrography features and attribute data.
  • Use the Hydrography Event Management (HEM) Tool to add, edit, and delete point and linear event data associated with the NHD database.
  • Automate repetitive and/or complex tasks using the Python programming language including the testing and debugging of the programs.
  • Develop quality assurance procedures and production integration processes.
  • Create and maintain documentation of procedures and workflows.
  • Develop map products to accurately display the rich content of the NHD to interested parties.
  • Assist the NHD Team Lead to work with agency staff and external stakeholders in defining and prioritizing requirements, analyzing customer service and needs, and provide information to clients on the capabilities and limitations of the NHD system.
  • Publish hydrography feature services to AGOL for use by field staff.
Serves as a GIS Analyst for adhoc agency GIS projects.
Tasks include:
  • Performs spatial analysis projects for agency and external clients requiring working knowledge of ArcGIS software, GIS database fundamentals, spatial data concepts of accuracy, coordinate reference system, and map scale.
  • Creates and edits geospatial datasets and associated tabular data.
  • Designs and builds cartographic map products for reports and public display.
  • Provides assistance with the implementation of GIS technology and programming to streamline data automation and conversion efforts.
This is a project position that will end December 31, 2021. Extension of the position beyond this date is funding dependent.

 Qualifications
Required Qualifications:
An Associate's degree or higher in Computer Science; Information Technology OR completion of a two year accredited vocational training program in information technology or related program
AND
Two (2) years recent professional experience in computer application development and maintenance of small to medium scale web-based applications.
OR
A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for all of the above except one year of the required experience.
OR
Four (4) years recent professional experience in computer application development and maintenance. Experience includes but is not limited to independently analyzing, designing, implementing, maintaining and/or programming small to medium scale web-based applications.
Desired Qualifications:
  • A Bachelor's degree in Geography, GIS, or environmental science. 
  • Knowledge of environmental and/or science based business areas.
  • Knowledge of hydrographic science principles.
  • One (1) year of professional experience designing and producing cartographic products. This experience can be gained in conjunction with other requirements.
  • Demonstrated initiative to improve skills through training or other learning opportunities.
