Community Program Analyst, Bureau of Bronx Neighborhood Health

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
--Support the work of Community Systems Specialists by developing protocols, training, advising on best practices for implementing collective impact initiatives.
--Instruct Community Systems Specialists on data collection and analysis related to diabetes/chronic disease programming.
--Monitor reporting, establishing and maintaining appropriate systems for measuring necessary aspects of initiatives for reporting. 
--Surface operational issues, opportunities, and achievements within agreed formats and timelines.
--Identify ways for improving use of data-driven decision-making and ensuring that data is collected, integrated, and communicated effectively across the bureaus and division.
--Coordinate indicator refinement with Community Systems Specialists, ensure all bureaus are aware of division targets and indicators.
--Communicate the objectives of the project to potential and current partners.
--Conduct basic descriptive analysis of survey and program data using SAS and /or SPSS to support and guide strategic planning and community-based efforts.
--Conduct qualitative data collection and analyses as needed;
--Create and manage creation of routine summary reports and highlight areas of progress for the division, Commissioner of Health, and external audiences.
--Engage community partners and provide them with data and other resources for improving their community's health
--Present and report public health data and research findings to community partners to inform policy initiatives, programming, advocacy and grant writing.
--Perform other tasks based on the community partners need, including data requests;
--Serve as a Health Department representative to government and non-government partners, including maintaining strong working relationships with internal and external stakeholders.
--Work collaboratively with members of various CHECW bureaus to identify strategies to mitigate challenges experienced by community organizations through technical assistance and provision of direct support

Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

•Highly collaborative team player able to build effective relationships across organizations
•Comfort engaging with diverse community organizations
•Skills in using and implementing data management and reporting systems including Excel, Salesforce, NowPow, Microsoft Access, or other platforms
•Experience using SPSS and SAS programming for analysis and with data management systems
•Demonstrated ability to develop and implement creative solutions to challenges in community settings
•Experience working with community-based organizations
•Experience conducting trainings related to data collection and tracking
•Ability to work closely with all levels of staff inside and outside the Agency
•Ability to work independently and exercise a high degree of initiative to accomplish tasks and solve problems
•Creative problem-solver who enjoys working in a fast-paced environment, highly motivated and able to coordinate multiple projects/tasks
•Familiarity with chronic diseases and community-based chronic disease programming, such as the National Diabetes Prevention Program and the Chronic Disease Self-Management Program
