Instructional System Designer

ERPi is currently seeking a full-time Instructional Designer to provide onsite support at our Washington, DC site.
The Role:
ERPi is seeking an experienced Instructional System Designer to provide client delivery services to Department of Veterans Affairs’ Financial Management Business Transformation (FMBT) program to transition VA from its legacy core Financial Management System (FMS) to a modernized System as a Service (SaaS) financial management system solution. The FMBT program vision is to provide VA with a modern financial management solution with transformative business processes and capabilities that enable VA to meet its goals and objectives, in compliance with congressional financial management legislation and departmental directives.

The Instructional System Designer will be part of the VHA FMBT executive team responsible for the oversight of the FMBT program. The Instructional System Designer will be part of a training team responsible for creating the training program and training materials for financial core compentances needed to adopt the new financial mangement system. Training will be an important tool in the change management process and acceptance of the new financial system. The ISD will be responsible for designing and developing training materials, prepare instructors, supporting virtual training sessions and developing web based training. The Instructional System Designer will work closely with the FMBT change management team to engage stakeholders across VHA to ensure a smooth roll out of the Momentum system and acceptance by VHA financial personnel. The ISD will performs tasks requiring the knowledge and skills for a multidisciplinary approach to training and transition within organizations, programs, and projects. Tasks may include:
  • Engage stakeholders and subject matter experts to determine learning objectives, and validate training requirements
  • Assess existing training materials for its utility in repurposing it for the FMBT program
  • Develop design documents, story boards deployment plan, and evaluation plan
  • Develop training materials and job aids which may include: instructor guides, participant guides, classroom activities, practice scripts, virtual teaching guides and Web Based Training and evaluation instruments, desk side system process guides
  • Integrate training activities into project plan, and evaluating and ensuring user readiness
  • Identify and manage anticipated resistance
  • Coordinate with change management team for tactical and deployment communications
  • Be a liaison to VHA and manage stakeholders, support delivery & implementation management, and track and report issues
  • Excellence in executive-level oral and written communications (briefings, presentations, and strategic documentation)
  • Manage day-to-day client relationships and communications and represent ERPi at client progress meetings and briefings
  • Prepare progress reports and client briefings
  • Prepare quality project deliverables
  • Help to plan and execute program within client governance structure
Responsibilities
Required Skills and Experiences:
  • BA/BS Degree
  • Minimum of five years’ experience in an instructional design, educational, corporate training, or professional services environment, with an emphasis on e-learning and multimedia technologies
  • Experience in the performance of all aspects of instructional design for classroom and e-Learning and Distributed Learning environments to include management of client deliverables within scheduling requirements against defined milestones and deadlines
  • Ability to develop a basic subject-matter understanding through materials provided and individual research/collaboration with course/content SMEs
  • Demonstrated writing, editing, proofreading, and formatting of client-ready materials
  • Experience in developing learner centric products to include performance support solutions
  • Strong consulting and interpersonal skills; able to work in a team environment
  • Demonstrated ability to design, develop, and implement instructional materials and solutions following defined processes to include electronic job aids, structured courseware, and informal learning content
  • Experience collecting, compiling, analyzing, and synthesizing information to determine learning requirements and implementing learning solutions
  • Strong presentation skills and ability to work with senior leadership
  • Strong proficiency in Microsoft Office applications (Word, PowerPoint, Excel, and Project)
  • Demonstrated experience authoring and editing of e-Learning materials using Captivate and/or Articulate 360 software
  • Experience and/or familiarity with e-Learning standards, to include SCORM and Section 508 requirements, web usability standards and practices, and evaluation models to include Kirkpatrick
  • Excellent written, verbal and presentation skills
  • Experience evaluating adult education programs
  • Strong analytical skills with ability to define, collect, and analyze data, establish facts, draw valid conclusions, and make logical decisions
  • Strong organization and prioritization skills
Additional Skills Desired:
  • Master’s degree desirable
  • Department of Veterans Affairs experience.
  • Developed training for financial management or enterprise level IT implementation.
  • Federal consulting experience
  • Health care consulting experience
