Contracts Manager - BHA HQ

The Behavioral Health Administration (BHA) of the Department of Social and Health Services is offering an excellent opportunity for an individual who is interested in gaining expertise in contracting for behavioral health facilities and forensic mental health programs.

As a Contracts Manager, you will have the opportunity to work on challenging and interesting projects and to use your knowledge and skills to prepare and finalize contracts needed by the state behavioral health facilities and programs.. This is an excellent opportunity to experience working in state government, to receive training on state contracting procedures, to learn about behavioral health programs and to work with persons with significant contracting and procurement experience. It may also open other opportunities to work in state contracting.

Your initial focus and accomplishments over the next few months include
  • Complete all required State and DSHS training and become familiar with DSHS and BHA procurement and contracting rules.
  • Assist in the review, drafting, finalization and processing of contracts, sole source requests and procurements for the Behavioral Health Administration of DSHS, which includes the three state hospitals, the Special Commitment Center, and the Office of Forensic Mental Health Services.  

Your role within our organization
  • Draft, negotiate and finalize contracts for BHA customers and prepare them for execution
  • Provide guidance in the development and drafting of contract terms and determine methods of procurement
  • Review outside vendor agreements and work with agency contracts counsel to propose edits that protect DSHS interests
  • Perform analyses of specialized and strategic contract opportunities
  • Assist in developing contract risk assessment and monitoring plans
  • As requested, review and edit work of other BHA contracts office staff
  • As requested, Provide training and guidance to customers and BHA contracts office staff

The successful candidate will possess some experience and/or knowledge from a course of study in the area contracting and the laws, rules and operations involved in contracting. This position would be ideal for a law school graduate or paralegal who has excellent writing and interpersonal skills and the ability to problem-solve.

Who should apply

Professionals with bachelor's degree or higher involving major study in business or public administration, law, business law, commerce, statistics, economics or closely related field
AND
At least five years of progressively complex contracting experience, with some experience contracting for or with behavioral health or health care facilities or programs, including term development, drafting, negotiating and monitoring contracts.   

Relevant post-graduate legal education may be substituted for some or all of the experience requirements.
