Data Architect/ETL Developer - Business Intelligence NF4

Responsible for providing a detailed technical design for enterprise solutions. Lead Data Architect and Analyst for all data repositories for Business Intelligence (BI) and data warehouse (DW) solutions for the Semper Fit & Exchange Services mission. Performs and leads solution design and development for data models, schemas and mappings. 

Provides the technical direction required to resolve complex issues to ensure the on-time delivery of solutions that meet customer expectations. Develops new methods to apply to complex situations. Is recognized by peers as an expert in a particular area of technology. Designs and develops dimension and fact tables for all data repositories to include but not limited to data warehouse, data mart or data cubes. Develops data migration plans and validation plans. Plans, organizes and develops data dictionary for all systems required. Defines and establishes data quality and data flow rules for required data transactions. 

Conducts task planning and coordination with developers, database administrators and required technical staff members. Performs logic and code-reviews to insure compliance with standards. Maintains high level of proficiency with prescribed development tools, methods and techniques. Documents solutions and troubleshooting procedures. Conducts research and make recommendations for tools and technologies. Collaborates with team members and other related technical staff as appropriate to deliver required solutions and services.

Ensures that work effort conformance to MCCS and DoD guidelines and access security. Serves as a subject matter expert and direct advisor to senior leaders in the organization. Plans, organizes work, and manages internal procedures to ensure maximum productivity and economies. Pursues action to ensure follow through on maximizing productivity and economies. Analyzes programs on a regular basis, and prompts initiation of corrective action to ensure they are most effective.
Establishes and enforces the near and long-term data architecture vision for the Reporting and Analytics databases and systems. Evaluates and recommends appropriate technologies, tools, and methods for data management, application functions, and reporting. Oversee the on-going administration and support including user and security administration, performance tuning, application installation, and upgrades.

Partner with cross functional units to build solutions that support and improve the decision making process. Full project leadership responsibilities to help functional departments identify and solve their most critical data, reporting and analytical challenges.    Translates project requirements into project objectives and tasks.  Responsible for ensuring a quality and cost effective solution is provided.
Conducts briefings, drafts memos effectively communicating orally and in writing with a commitment to maintain open lines of communication with peers and other departmental associates. Prepares detailed status reports indicating accomplishments for the reporting period as well as identifying any project related issues. Conducts periodic meetings with management to report on project status, new initiatives and current priorities. Ensures that project schedules and requirements are established and tracked on regular basis. Maintains professional contacts with other companies, professional associations and equipment manufacturers concerning computer applications and equipment. Keeps abreast of technological changes and innovations in the BI and DW fields.

Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. This is a white-collar position where occasional lifting up to 20 lbs may be required. 

Bachelor’s degree in Engineering, Computer Science, Information Technology or a related field appropriate to the work of position and three years of progressive experience as a Data Architect and Data Analyst with architectural knowledge of establishing and implementing BI environments and hands on expert level expertise in designing, developing and testing Business Intelligence systems or an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, or appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. 

Comprehensive knowledge of SQL, cardinality, levels of granularity, normalized vs. denormalized, database and tool optimization techniques and other such reporting data architecture best practices is required. Knowledge and experience in implementing a data warehouse is required. Ability to outline the architecture and understand the benefits of data warehousing. Preferred skills include:

  • Use of Cognos Framework Manager, Report Studio, and Query Studio;
  • High level proficiency and experience with ETL tools such Oracle Warehouse Builder (OWB) , Oracle Data Integrator (ODI) and Informatica;
  • Experience with Data Modelling tools such as ERWIN;
  • Experience with Master Data Management tools;
  • Experience with Microsoft SQL Server tools such SSIS; and
  • Exposure to Cloud Technologies preferred. 

As an authorized and privileged user of Department of Defense Information Systems must possess or receive Information Assurance awareness by completing the Security+ Certification as a condition of access within six months of employment, and thereafter must complete annual Information Assurance awareness training.

This position has been designated as a position of trust. The incumbent must be eligible for an Access National Agency Check and Inquires (ANACI/ Tier 3) background investigation to satisfy IT Level II designation. Appointment and continued employment is subject to a favorable adjudication of the security investigation.
