Subcontract Administrator

The Space Dynamics Laboratory (SDL) has been developing innovative technologies and solutions for cutting-edge DoD and intelligence programs for six decades. Our expertise includes space and airborne IR, VIS, UV, and RF sensors, small satellite technologies, test and calibration, cybersecurity, data visualization and assurance, and ground stations.
SDL is seeking a highly skilled and experienced Subcontracts Administrator to join our rapidly growing organization. In this position, a successful candidate will manage a portfolio of various federal and commercial subcontracts. This position will be expected to maintain compliance with federal and state regulations, as well as internal company policies and procedures. This position will coordinate closely with the prime contracts group, quality assurance, program management, property, accounting, and other internal/external stakeholders.
Responsibilities:
· Creation of requests for proposals to include the incorporation of necessary evaluation criteria, preparation of subcontracts, consulting agreements, service contracts, and construction contracts. 
· Additional responsibilities include negotiating NDA’s, preparing for and supporting audits, identifying opportunities for competitive procurements, and subcontract closeouts.
Required Qualifications:
· BS degree in business administration, supply chain management, or other relevant degree.
· Experience in subcontract administration
· Working knowledge of Federal Acquisition Regulations {FAR), Defense Federal Acquisition Regulations (DFAR), agency supplements, and Uniform Commercial Code (UCC)
· Knowledge of and or experience with Federal Contractor Purchasing System Review (CPSR) audits
· Knowledge of International Traffic in Arms (ITAR) regulations and related regulatory constructs
· Working knowledge regarding pre-award activities, subcontractor risk assessment techniques, market research, evaluation criteria, federal flow-down clauses, cost/price analysis, and audit standards
· Strong working knowledge of sourcing and procurement techniques in the Federal defense and aerospace market
· Demonstrated experience in developing and maintaining standards for differing subcontract and procurement types
· Demonstrated experience with complex subcontract negotiations
· Outstanding decision making and time management skills
· Ability to work well with numbers and track and report against key functional metrics
· Exceptional verbal and written communications skills
· Well-developed computer skills including Microsoft Office (Word, Excel, Power Point), and database packages
· Must have the ability to obtain DoD security clearance
· Must be US citizen
Preferred Qualifications:
· MBA, MS, MPA, JD, or directly related graduate degree are preferred
· Certified Purchasing Manager (CPM), Certified Professional Contract Management (CPCM), or related professional credentials are a plus
· Knowledge of, and experience in, a sole source business environment
