Senior Program Coordinator - SPPM

Metro is seeking to fill a Senior Program Coordinator position. The Incumbent in this position will assist in the coordination and development of business cases and alternatives analysis, as well as monitoring and measuring project performance for projects and programs within Metro’s capital portfolio. The candidate will work as part of a team. The incumbent will possess the ability to develop an understanding of Metro’s business challenges and operating requirements and apply that knowledge to provide recommendations to improve the effectiveness of Metro’s capital investments and project management. The incumbent must be able to communicate effectively with internal and external stakeholders at all levels. Candidates should have strong communication, organizational, financial and data analysis skills as well as in-depth knowledge of project and portfolio management. Experience working in transit or a similarly complex operating environment would be an advantage.
Minimum Qualifications
Education
  • Bachelor’s degree in Transportation, Management, Business or Public Administration or a related field
Experience
  • Minimum of seven (7) years of experience in project management and/or asset management lifecycle planning, progressively analyzing and coordinating business improvement projects in a large-scale organization.
  •  Experience at developing interactive and dynamic presentations
Certification/Licensure
  • N/A
Preferred
  • Microsoft Project, Primavera, Clarity, Power BI, and SharePoint.
  • Project Management Professional (PMP)

Job Summary
The incumbent provides strategic support, guidance and management for a broad range of projects to include program and policy assignments pertinent to the mission of the Authority and departmental goals. The Senior Program Coordinator is responsible for assisting the management team in program planning and development activities that include policy development, technical quantitative/qualitative analysis, project costing and forecasting, and impact assessments. The incumbent supervises and performs capital and operational data management and research.
Additionally, the incumbent works with cross-functional stakeholders to identify needs requirements and develop business cases. The Senior Program Coordinator delivers project and program presentations to executive and senior staff. Performs or participates in risk management and communications and change management planning. Acts as a liaison for both internal and external entities on Authority-wide highly complex multi-discipline projects and programs.
Essential Functions
  • Coordinates and implements best practices for the enterprise asset management program implementation which includes conducting research and drafting processes and reports. Assists in the drafting of policies and the creation and maintenance of comprehensive departmental/ interdepartmental documentation.
  • Responds promptly and effectively to requests for research and information; communicates with departmental staff to gather answers to inquiries as necessary.
  • Assists in defining project scopes and objectives by involving all relevant stakeholders and ensuring technical feasibility.
  • Conducts complex cost, budgetary, statistical analysis and develops forecasts, prepares cost benefit analysis, and tracks operational and capital budgets.
  • Develops and maintains dashboards, visualizations and graphics to supply audiences with understandable information.
  • Maintains and monitors project plans and project schedules. Organizes, attends and participates in stakeholder meetings. Documents and follows up on important actions and decisions from meetings.
  • Establishes and maintains tracking reports in support of business initiatives, such as trainings, capital program reporting, and communication campaigns related to capital planning a program management.
  • Works directly with the transit and business asset owners across the Authority to perform data analytics, establish monthly compliance reports and, risks and/or issues updates, including mitigation actions and resolution plans.
  • Supervises and/or guides subordinate or contract staff.
  • Interacts effectively with senior leadership to articulate issues and propose potential solutions.
  • Supports the program management processes of integration, scope, schedule, budget, quality, resources, communication, risk, and procurement.
  • Assists with project initiation, estimation, planning, requirements gathering, analysis and design, technical reviews, integration, implementation, operational turnover, and project closing.
  • Tracks and escalates action items, monitors project delivery and client satisfaction, and communicates with all appropriate levels of management including directors, general managers, managers, subject matter experts, and clients.
  • Provides data collection, analysis of data, presentations and reporting, database administration, project assessment, and creation and maintenance of templates, forms, and processes.

  • Evaluates business processes, anticipates requirements, uncovers areas for improvement, and develops and implements solutions. Leads ongoing reviews of business processes and develops optimization strategies.
