The Position: We are in search of a candidate who will be providing analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget, and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management.

The Description:
Providing support to the PMA PDPM and Operations lead, responsible for:
·    Recording, tracking and follow-up of all program-level actions including data calls, actions from briefs, internal team inputs, taskers, and others
·    Coordinating and assisting the development of responses to a variety of internal and external communications including coordinating responses to queries and requests for information from PEO(U&W), ASN(RDA), OPNAV, OSD, Congress and others
·    Coordinating leadership Brown Bag sessions and PMA training events (tracking attendance) as needed
·    Coordination and preparation of weekly status reports and CONGAS to PEO(U&W) and program briefings
·    Responsible for developing and running briefs during PMA meetings for leadership
·    Managing the PMA new hire process including quarterly indoctrination brief, visit to hangar & meet and greets with leadership, check in/out process, ensuring Welcome Aboard is current
·    Management of the PMA technical and public release process
·    Updating the PMA organizational chart on a monthly basis
·    Coordinate and track NAVAIR formal award announcements and Military Awards, prepare award packages and submissions by working with Level I’s and IPTL’s on content, ensuring proper formatting and accompanying documentation is accurate and attached, acquiring Level I and PDPM approval before sending to Executive Assistant for final formatting, serialization and printing for PM’s signature
·    Developing data and reporting on personnel staffing (including military/civilian/CSS and other Total Force Readiness initiatives/Common Spend Plan Tool (CSPT)/AMS tools)
·    Assist with office supply orders and PMA online store development / maintenance as needed
·    Manage the requests and inputs for Certificate of Excellence Awards for quarterly All Hands meeting
·    Manage the Records Management function for the PMA
·    Back-up duties for Access Control (building opening/closing/escorting) as needed
·    Other operational support functions as determined by the PDPM or Operations Lead
Required Skills:
·      Prior PMA Operations experience as well as experience with editing and putting together Military and Civilian Award packages for leadership review
·      Strong critical thinking skills as well as organizational, verbal, and written communication skills
·      Ability to prioritize and process information and apply same to ensure program operating integrity across the PMA
·      Strong attention to details, deadlines, and timely follow-up
·      Ability to apply the tools and techniques of process identification and continuous process improvement in addressing program management problems and issues and providing recommendations on methods to address and/or improve
·      Experience with NAVAIR Enterprise tools including Navigator, Digital Toolbox, Knowledge Management Portals (KMPs), Common Spend Plan Tool (CSPT), among others
·      Detailed experience with Microsoft Word, Outlook, Excel, PowerPoint, and SharePoint
·      Working knowledge of the Office of the Secretary of the Navy Correspondence Writing Guide
·      Accounts and experience in Email, Defense Travel System (DTS), Base Access Security Information Control System (BASICS) II, Joint Personnel Adjudication System (JPAS), among others
 
The successful candidate will have the education and experience below:
Must have 3 to 10 years of experience and a BA/BS degree.  Be able to performs all functional duties independently.
At least four (4) years of general experience in program management, technical, or business analysis discipline. Experience as a member of and/or support the specified Program Integrated Product Teams (IPTs) and IPT directed business meetings. Demonstrated experience in the Track program/project status and schedules. Ability to establish administrative objectives or performance goals and assess progress. Applied knowledge of Microsoft Office software. Oral and written skills commensurate with role.
Education: Bachelor’s degree from an accredited college or university is required.
 
Allowable Substitution: An additional six (6) years of general experience in program management, technical or business analysis can be substituted for the Bachelor’s degree or an Associate’s degree plus four (4) years of additional experience.
An Active DoD Secret clearance is required.
 
The Working Environment: The physical environment requires the employee to work on-site at the government program office, sitting in a cubicle or at a desk for most of the workday.
