The Position: We are in search of a candidate who will Integrate business and technical methodologies to the study and analysis of technological problems in relation to engineering and scientific development of processes, systems, and equipment. This person will be able to apply NAVAIR Procurement Initiation Documents (PID) policies and procedures to create acquisition PID packages as well as perform as a Resource Manager to report Program Office staff training. Further, this person will manage communications throughout the program to include but not limited to weekly, bi-weekly, monthly and annual information reports, briefing coordination and configuration control. Act as the Program Coordinator. Coordinate information flow between the Program and Program Executive Office, Assistant Secretary of the Navy Office, Department of the Navy, and various offices within the Office Secretary of Defense and  manage all program office briefs provided to outside customers including Congress, Office of Secretary of Defense, Assistant Secretary of the Navy, Pentagon, and Industry partners.

The Description:
·      PID Package Development and Tracking/Reporting. Must have knowledge well enough to be the liaison with the program IPTs, Contracts and Legal to establish PID Packages and create tracking/reporting requirements. This includes holding PPCs, establishing PPAs, drafting sections B-J, providing assistance in developing pre/post award contract documentation, and tracking/reporting contract actions through completion.
·      Access and knowledge with the following tools: PMT, APTool, ePower, TopVue, NSERC SharePoint
·      Must have some knowledge of the acquisition process and the reporting requirements for an ACAT ID program.
·      Access and some knowledge to the following tool: RDAIS, DAMIR
·      Program Taskers that come in from PMA Ops and ASN(RDA)
·      Continuous process improvement within the team’s program management, acquisition processes, and other IPT areas where assistance is required/requested.
 
 
Required Skills:
·      A minimum of three (3) years of general experience related to weapon systems acquisition, including logistics, research and development, configuration management or systems analysis/design.
·      Demonstrated knowledge in one or more of the following areas: program management, systems engineering, system acquisition, financial management, test and evaluation or integrated logistics support.
·      Demonstrated knowledge, and/or familiarity with the Navy systems acquisition process, including pertinent Military Standards.
·      Demonstrated knowledge, and/or familiarity with the Company’s internal administrative and information technology systems including the word processing, spreadsheet, and database systems used to support the statement of work.
 
 
 
 
 
Education:
·      Bachelors degree from an accredited college or university
·      Allowable Substitution: An additional six (6) years of general experience in program management, technical or business analysis can be substituted for the Bachelor’s degree or an Associate’s degree plus four (4) years of additional experience. 
 
An Active DoD Secret clearance is required.
 
The Working Environment: The physical environment requires the employee to work on-site at the government program office, sitting in a cubicle or at a desk for most of the workday.
