The Special Uses Program Overview

The Special uses program has approximately 74,000 authorizations nationwide with over 200 different types of uses, including: 18,000 miles of powerlines, 1,500 communication sites, 6,600 miles of oil & gas pipelines, 2,000 reservoirs providing drinking water to over 60 million people, 14,000 recreation residences, 300 hydro-power facilities providing power to over 70 million people, 1,300 commercial filming and still photography permits (such as: A River Runs Through it, Dr. Dolittle, The Hunger Games, Last of the Mohicans, The Lone Ranger and Ole Yeller to name a few.

There are 122 ski areas providing winter recreation to the world, over 400 resorts and marinas, 7,500 outfitter and guides which provide small business opportunities in rural America, and 300 campground and day use concession sites. These authorizations generate over $141 million in revenue annually and supports 120,000 private sector jobs each year.

Expectations for Realty Specialist:
Client-05 - Trainee
  •  As a trainee, work assignments will be designed to familiarize the incumbent with the principles and techniques associated with special use administration.
  • 75% of duty time will be in special uses administration.
  • Assists in maintaining files and databases.
  • Track cost recovery and land use bills for recreation and land special uses.
  • Collect and input GPS and GIS data for special use administration.
  • Act as a backup to the Customer Service Representative answering phones and providing services such as the sale of maps and firewood permits to the public.
  • Other duties as assigned to facilitate priority work on the district.

Client-07 – Advanced Trainee
  •  As an advanced trainee, work assignments will be designed to allow for a progressively broader background in the knowledge and skills necessary for special use administration.
  • 90% of duty time will be in special uses administration.
  • Conduct simple National Environmental Policy Act (NEPA) analyses for special uses.
  • Process simple special use authorization renewals.
  • Maintains electronic and hard copy filing for all special use records consistent with Forest Service records policy.
  • Track cost recovery and land use bills for recreation and land special uses.
  • Collect and input GPS and GIS data for special use administration.
  • Conduct all aspects of special use billings and track dunnings.
  • Conduct special use inspections and compliance reviews.
  • Other duties as assigned to facilitate priority work on the district.

Client-09
  • 100% of duty time will be in special uses administration.
  • Administer a variety of special use authorizations for a variety of activities including recreation residences, linear right-of-ways, electric power lines, gas pipelines, recreation events, communication uses, etc.
  • Serve as primary contact for prospective and existing special use holders.
  • Conduct simple National Environmental Policy Act (NEPA) analyses for special uses.
  • Process special use authorization renewals, terminations, revocations, or suspensions.
  • Maintain electronic and hard copy filing for all special use records consistent with Forest Service records policy.
  • Track cost recovery and land use bills for recreation and land special uses.
  • Collect and input GPS and GIS data for special use administration.
  • Conduct all aspects of special use billings and track dunning's.
  • Conduct special use inspections and compliance reviews.
  • Other duties as assigned to facilitate priority work on the district.
