Program Analyst Senior Supervisor
VDOT’s Local Assistance Division is seeking an individual to manage all Division financial programs and processes, including project and program reconciliation efforts and financial state and federal reporting. Identify and implement strategies and performance metrics to ensure successful implementation of financial processes including, but not limited to Program and Project Reconciliation and Project Closeout.
The successful candidate will provide oversight, monitoring, and development of financial management policies, procedures, best management practices as they relate to programs impacting and managed by the Local Assistance Division. Monitor Locally Administered Projects Program and Local Assistance Division-managed funding programs to ensure funding is being effectively allocated, budgeted, and expended. Identify and monitor strategies to improve financial performance of programs and will act as primary Division liaison to other financial Divisions. Lead Division efforts to work collaboratively with Divisions to develop processes and procedures on issues regarding finances, project invoicing, project programming, allocation, and obligation. Working closely with other Financial staff and related Divisions to oversee District performance and compliance with financial guidelines and policy as well as implement corrective actions, where needed.
Minimum Qualifications
The successful candidate must have considerable knowledge of financial management to include budgeting, project/program reconciliation, and reporting as it relates to federal and state transportation projects, particularly as they apply to locally administered projects; considerable knowledge of the interrelationships between transportation project data, project phases, project schedules, project estimate, and the Six Year Improvement Plan. The ability to effectively and successfully collaborate with various stakeholders and teams. Additionally, the successful candidate will have strong data analysis and management skills and ability to analyze and strategize to find solutions to complex problems.
Preferred Qualifications
Extensive experience overseeing, managing, implementing and evaluating diverse transportation programs and multiple work units is preferred. Significant experience with localities and locally administered projects and the processes required to successfully delivery and financially reconcile local projects is preferred. A firm understanding of VDOT budgeting and project programming systems is also preferred. Graduation from an accredited college or university with course work in Engineering, Business or Public Administration, or a related area or an equivalent combination of training and/or experience which demonstrates an ability to perform the duties of the position.
