The Office of Information Management Technology (OIMT) provides information technology and telecommunication support and services primarily to offices and staff for the Assistant Secretary for Indian Affairs (AS-IA), the Bureau of Indian Affairs (BIA) and the Bureau of Indian Education (BIE) organizations and locations throughout the Nation. The OIMT consists of 125 full time federal staff and additional contractor staff and manages the complex and diverse Information Technology infrastructure for the Indian Affairs federal workforce of 9000+ employees located in urban and rural areas throughout the country, and approximate 20 Education Line Offices and 64 BIE-operated schools located throughout the country.

The Senior Configuration Management Specialist will provide support to configuration management team to include maintenance, identification, collection, indexing, retrieval, disposition of configuration documentation, metrics and records.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Provide support for the Indian Affairs OIMT Configuration Management (CM) process to ensure that all software, hardware, and other infrastructure components constituting the OIMT Infrastructure shall be developed and maintained using CM plans, governance, processes and procedures.

Evaluate Configuration Management industry standards and best practices and provide recommendations on how OIMT can improve the Configuration Management program. Note: The OIMT is moving toward Information Technology Infrastructure Library (ITIL), National Institute of Standards and Technology (NIST), and the Department of the Interior (DOI) standards. This effort shall include updating the Configuration Management Plans and updating or creating configuration management processes and procedures.

Support the OIMT Configuration Management team including maintenance, identification, collection, indexing, retrieval, and disposition of configuration documentation, metrics and records.
Identify and maintain configuration control of the functional and allocated systems and other baselines; maintain all systems (hardware and/or software) reports and environments with configuration control elements. The contractor will ensure and assist the Configuration Management team in preserving the contents of the Configuration Management Systems (CMS). Reporting will be maintained monthly, quarterly and yearly (fiscal).

Support OIMT and vendors interface to configuration management including testing environments, and installation procedures for configuration control elements.

Propose options or alternatives to managing multiple control levels of configuration management. Control levels can range from informal control that simply tracks changes when configuration items are developed to formal configuration control using secure baselines that can only be changed as part of a formal configuration management governance process.

Support the creation of secure configuration baselines for internal use and release for delivery to the customers and to meet operational prerequisites. Note: The secure configuration baseline is a set of specifications or work products that have been formally reviewed and agreed on, that thereafter serves as the basis for further development or delivery, and that can be changed only through change control procedures. This represents the assignment of an identifier to a configuration item or a collection of configuration items and associated entities.

Support the maintaining and controlling of Indian Affairs-defined mandatory configuration settings for a given system. Assists the OIMT team in maintaining in the CMS and other systems and tools the security technical implementation guide (STIG) information and data (formally known as Security Configuration Checklist).

Support the Change Advisory Board (CAB) by scheduling and facilitating the planning activities and formal meetings. Tasks will include documenting the meeting minutes with the decisions made and issues, and distributing the meeting minutes.

Support the configuration management team in recording configuration management actions in sufficient detail so the content and status of each configuration item is known and previous versions can be recovered. Ensure that relevant stakeholders have access to and knowledge of the configuration status of the configuration items.

Perform configuration audits to maintain and gauge the integrity of the secure configuration baselines. This includes participating in management and technical reviews and supporting internal and external CM audits when required.

SUPERVISORY/MANAGEMENT AUTHORITY

  • No supervisory or management authority.
EDUCATION AND EXPERIENCE

  • Bachelor's degree.
  • A minimum of five (5) years’ experience with Configuration Management (CM).
  • Minimum of 2 years of experience in communications or related experience.
  • Experience defining, developing and implementing Configuration Management Plans, standard operating procedures (SOP) and CM business standard processes, policies and documentation.
  • Demonstrate strong understanding of versioning, secure base lining, building, implementing, testing, and delivering source code and objects to development, test and production environments as per the ITIL version 3 framework and best practices.
  • Demonstrate experience managing and supporting a Change Advisory Board (CAB) as per the ITIL version 3 framework and best practices.
  • Strong knowledge of the System Development Lifecycle (SDLC).
  • Strong problem solving and organizational skills.
  • Excellent written and oral communication skills.
  • Experience with Microsoft Office Tools (Word, Excel, Access).
KNOWLEDGE, SKILLS AND ABILITIES

  • General knowledge of SharePoint to include SharePoint site and document management basics.
  • Knowledge of software license management desired.
  • Upon hiring, candidate will be subjected to a Public Trust Security Clearance investigation which is required to be adjudicated and maintained, in order to remain eligible for employment, per contract and government requirements.
  • Microsoft System Center Service Manager experience desired.
  • Strong knowledge of National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53 Configuration Management (CM) Control Family Standard.
  • Ability to successfully pass a drug screen & federal background check is required.
WORK ENVIRONMENT

  • Work shall be in office, warehouse and field environments.
