Health Data Visualization Analyst or Associate
The Health Data Visualization Analyst or Associate performs data analysis, visualization, and reporting to ensure that TRS can effectively communicate complex information about its health care programs. Work involves analyzing complex data sources, developing effective data visualizations and stories, and collaborating with a variety of professionals to ensure the accuracy and effectiveness of data related communications. This includes producing presentations for the TRS board of trustees, producing an annual report, drafting responses to requests by the Texas Legislature, and helping design and develop visualizations for data used for plan management. The ideal candidate will have experience in at least three of several domains related to this position including data visualization, data analysis, data-related presentation and report development, health care claims data, health care industry expertise, and the Texas Legislature.
This position is posted at two levels (Data Analyst II & III). Selected applicant will be offered the position that most closely matches their education and experience.

WHAT YOU WILL DO:
Data Visualization and Reporting
• Develops high-visibility presentations, reports, and briefings to executive leadership, the TRS Board of Trustees and legislative stakeholders, including narratives and talking-points to help explain and contextualize data and TRS programs
• Develops and creates models, scorecards, dashboards, and other quantitative analytical tools based on a thorough understanding of business and industry requirements.
• Coordinates with data analysts, actuaries, and communications staff to produce data needed to effectively convey insights.
• Produces accessible, actionable, and timely data visualizations to promote effective decision and shared understanding among a large and varied set of audiences
• Helps design and implement data visualizations for internal plan management, including dashboards and reports related to changes in utilization and enrollment
• Coordinates and develop complex reporting for school districts in collaboration with other TRS staff
• Prepares, presents, and/or distributes routine and ad hoc reports
• Helps organize key assets, including charts, reports, and data summaries, to ensure accessibility for providing timely and consistent answers to requests
Data Analysis
• Develops queries to extract data to support decision-making.
• Researches, recommends, and implements methodologies for reporting health care data and statistics including key performance indicators for program activities.
• Identifies, collects, and analyzes data needed to develop reports, briefings, and presentations
• Participates in efforts to benchmark TRS program with comparators and peers including large employers, school districts, and state group health programs.
• Helps identify data quality issues and participate in initiatives to improve data quality.
• Assists with evaluating HIB’s business needs related to reporting tools and assessing vendors proposals for data analysis services.
Policy Development and Stakeholder Engagement
• Assists in the tracking of legislation and legislative requests and cost estimation for legislative fiscal notes.
• Conducts research to help identify solutions to achieve program goals.
• May assist with preparation professional papers or reports.
• Reviews and analyzes various routine vendor reports on a monthly, quarterly, and annual basis.
• Participates on special projects, task forces, and committees as needed.

WHAT YOU WILL BRING:
Required Education
• Bachelor’s degree from an accredited college or university in Computer Science, Technology, Engineering or Mathematics or related field
• High school diploma or equivalent and additional data integrity and data warehouse experience may substitute for the required education on a year-for-year basis.
• Advanced degree in in Computer Science, Technology, Engineering or Mathematics or related field or closely related field may substitute for one year of the required experience.
Data Analyst II (Associate) Minimum Required Experience:
• One year of full-time experience in analyzing and visualizing complex datasets such as health care claims data or financial data.
Data Analyst III Minimum Required Experience:
• Three (3) years of full-time experience in analyzing and visualizing complex datasets such as health care claims data or financial data.
Preferred Qualifications
•Advanced degree in actuary science, computer Science, technology, engineering or mathematics or related field (Data Analyst III)
•Experience using software such as Adobe Illustrator, Excel, PowerPoint, R, and PowerBI to develop data visualizations.
•Knowledge of best practices for designing data visualizations and crafting data-related narratives.
•Experience with SQL and data analytic software such as R, Python, Excel, and/or PowerBI.
•Experience communicating data to decision makers to facilitate business and/or policy decisions.
•Knowledge of the U.S. health care industry and concepts relevant to purchasers/insurers such as deductibles, actuarial value, risk scores, quality measures, and payment strategies for pharmacy benefits.
•Experience working with the Texas Legislature.
