CDC Data Hub Coordination Fellowship

CDC Office and Location: A fellowship opportunity is currently available in the Partnerships and Evaluation Branch (PEB), Division of Health Informatics and Surveillance (DHIS), Center for Surveillance, Epidemiology, and Laboratory Services (CSELS), at the Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia.
The Centers for Disease Control and Prevention (CDC) is one of the major operation components of the Department of Health and Human Services. CDC works to protect America from health, safety and security threats, both foreign and in the U.S. Whether diseases start at home or abroad, are chronic or acute, curable or preventable, human error or deliberate attack, CDC fights disease and supports communities and citizens to do the same.
Research Project: This fellowship will focus on health information systems and electronic data exchange. The participant will have the opportunity to learn about state and local health departments surveillance and health information systems, electronic laboratory reporting, how case notifications are developed and sent to the Nationally Notifiable Diseases Surveillance System (NNDSS) and how syndromic surveillance and how it is used to address public health issues. Collaborating with others on the team and across CDC, the participant will learn more about collaborating with state and local health jurisdictions and other partners to gain the knowledge and skills to assess and improve health information systems and electronic data exchange to support public health surveillance.
Under the guidance of a mentor, the research participant will be involved in the following activities:
- Coordinate the receipt, storage and recording of data assets for the CDC Data Hub
- Supporting documenting and reporting receipt of data sets and deficiency in receipts to the Contracting Officer's Representative (COR).
- Coordinating the provision of data access to CDC analysts and scientists.
- Supporting troubleshooting and referral of data access concerns raised by CDC analyst and scientists.
- Providing information to assist with tracking and monitoring a variety of dataset on-boarding activities.
- Coordinating with Branch data scientists and participation in data specific trainings provided to CDC analyst and scientists.
- Collaborating with analyst and scientists across the Agency in data-specific Communities of Practice.
- Exposure to meetings with CDC subject matter experts for data analysis and prepublication discussions on a wide variety of public health topics.
Learning Objectives:
- Introduction to and functional application of CDC Records Management Policies associated with public health data.
- Introduction and exposure to CDC Data Acquisition and Coordination, Data Hub and Data Lake administration.
- Skill in working with CDC scientists, data managers, public health advisors, data analysts, and data providers providing exposure to common terminology used as well as new and routine applications of public data and data supports.
- Introduction and exposure to a variety of data governance policies applicable to public health data use agreements.
- Opportunities to collaborate with fellows across the Branch on tasks related to the CDC Data Hub and CDC Data Lake that include experience with different data storage platforms, evaluation of data sources, feasibility determinations and pilot testing of new data sets to the agency, and other topics as needs arise.
- Opportunities to participate in Communities of Practice where CDC staff and partners discuss how they are utilizing the data for research, publication, and implementation across a variety of public health domains.
- Exposure to trainings and webinars on a variety of public health data sets, the platforms used to access them, and a variety of use cases.
- Effective strategies for oral and written presentation of data governance polices

Anticipated Appointment Start Date: July 28, 2021. Start date is flexible and will depend on a variety of factors.
Appointment Length: The appointment will initially be for one year, but may be renewed upon recommendation of CDC and is contingent on the availability of funds.
Level of Participation: The appointment is full-time.
Participant Stipend: The participant will receive a monthly stipend commensurate with educational level and experience.
Citizenship Requirements: This opportunity is available to U.S. citizens, Lawful Permanent Residents (LPR), and foreign nationals. ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and CDC. Participants do not become employees of CDC, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.
