Public Utilities Regulatory Analyst III – Public Advocates Office – JC - 259714 FFD – 08/03/2021 – SF

Public Advocates Office (“the organization”) represents residential and small business ratepayer interests in Commission proceedings and processes (e.g., workshops, rulemakings, investigations, utility applications, hearings, advice letters, committee, and stakeholder meetings, and other forums). These proceedings and processes set rates, rules, policies, and regulations.

Under the general direction of the Program & Project Supervisor, the incumbent’s primary assignments are related to the use, and development of analysis based on Geographical Information System (GIS) data in the support of advocacy related to utility safety programs and proceedings. The incumbent may be assigned work in other areas and branches of the organization, as directed.

The PURA III - Spatial Analysis position will report to the Safety Analysis Section project and program supervisor and will undertake analytical projects related to the Safety Branch's Geographic Information Systems (GIS) data strategy. Research activities will be in support of the branch's advocacy on proceedings related to wildfire safety, Public Safely Power Shut-off events, gas safety programs, and utility risk assessment proceedings. The primary focus of the position will be spatial analysis, research, modeling, and data visualization. The analysis will include, but will not be limited to, creating and managing large databases, often from imperfect data sources.

The PURA III - Spatial Analysis position will also manage the implementation, operation, and maintenance of the Branch's GIS platform, and will involve coordination and collaboration with other branches within the division, as well as, other Commission divisions as needed.
