Evaluations Analyst (USTDA)

Ascendant is currently recruiting qualified candidates for an Evaluations Analyst position linked to a contract that we hold with the U.S. Trade & Development Agency. The Analyst will perform substantive research, analytical, evaluation, and administrative support functions for USTDA's programmatic work in different regions of the world. The work will primarily focus on evaluations of international grant programs, principally in the energy, transportation, and telecom sectors. This position is based in Rosslyn, VA and is metro accessible. Remote telework flexibility is offered in the current environment.
 
The Evaluations Analyst will be responsible for the following duties: 

  • Perform evaluations of completed activities funded by USTDA through internet research and phone interviews;
  • Conduct country and industry research on completed projects within specific regions;
  • Collect/obtain data from U.S. industry representatives and project grantees to identify U.S. export and development impact measurements following agency funding efforts;
  • Update and maintain information in internal databases;
  • Analyze the U.S. export and development impact results of funded activities for the purpose of recommending changes in strategy that can improve the effectiveness of agency’s program funding;
  • Provide services with respect to research and preparation of documents, reports and analysis;
  • Extract, evaluate, and compile data for reports presenting the Agency’s progress in meeting performance goals;
  • Conduct independent research to assess the ability of existing data systems to meet the Agency’s needs, and contribute to the planning and development of new data management systems as needed;
  • Respond to internal requests on Agency’s performance statistics and data;
  • Analyze data and prepare reports; and
  • Provide deliverables, including a series of interim reports/documentation that reports on the above research and recommendations.
Qualifications:
  • Bachelor’s degree is required; Master’s Degree in Public Administration or Public Policy with coursework in Program Evaluation is strongly preferred;
  • Demonstrated interest and 1-2 years of professional experience in international affairs, trade and/or development. Prior program evaluation experience is desired;  
  • Fluency in English required, foreign language skills a plus (Spanish, Portuguese, French, and/or Mandarin); and
  • Candidates must be U.S. Citizens and be able to obtain a Secret level security clearance. A public trust background check with U.S. Government must be completed prior to starting work.  

Professional Skills:
  • Proficiency in MS Office (Word, Excel, PowerPoint, Outlook) and experience in data visualization;
  • Ability to work independently and manage projects on a daily basis with minimal supervision;
  • Excellent verbal, interpersonal, and written communication skills;
  • Ability to conduct sophisticated research using available resources, phone interviews, surveys and other tools;
  • Strong analytical, problem-solving and decision making capabilities;
  • Detail-oriented and capable of formatting professional-grade documents for public dissemination;
  • High degree of organization and time-management skills; and
  • Applicants should demonstrate enthusiasm, initiative, flexibility and the ability to multitask.
