Job Summary:
Under general direction of the Financial Planning and Analysis (FPA) Federal Manager, within the Financial Management Office (FMO), the Research Data Analyst II performs, designs, implements complex research, data analytics, and statistical works for the operations of the Federal Financial Reporting and Analysis Unit. Duties include but is not limited to Federal activities of tracking program income, state match, real property, system reconciliations, administration, and training. The position ensures the quality, accuracy, efficiency, and timeliness of workload assignments.
 

Desirable Qualifications:
  • Four-year degree in Finance, Economics, Public Administration, or related field
  • Experience creating complex spreadsheets and using advance features (formulas, pivot tables, macros, power query, etc.) in Microsoft Excel
  • Experience analyzing and manipulating large and complex data sets
  • Experience using financial and enterprise information systems
  • Experience using data base applications, such as Microsoft Access, and programming languages, such as VBA
  • Experience using data visualization and analytical tools, such as Microsoft Power BI and Tableau
  • Knowledge of forecasting and projection techniques
  • Ability to independently plan and lead multiple simultaneous projects
  • Ability to apply creativity to develop solutions
 

Essential Functions:
  • Application Development: The incumbent takes lead and independently creates and updates internal data applications for monthly and annual financial reporting and tracking including, U.S. Department of Housing and Urban Development (HUD) reporting, expenditure reporting by grant year, program and service location, program income tracking and reporting, state match tracking and reporting against required match percentages, real property tracking and reporting, and preparation of federal audit reports and responses to audit findings. The incumbent establishes, assesses, implements, and maintaining new tracking and reporting mechanisms, dashboards and best practices for critical financial Federal activities. Ensure accurate and timely completion of monthly and annual reporting and tracking.
  • Project Management: Conducts research, takes lead and collaborates with other HCD staff to design and test applications as requested by management. Track status for assigned projects and provides regular updates to management. Draft proposals or plans, including recommendations and benchmarks, for the development of new or enhancing existing applications and information systems. Creates procedures and provides staff training for developed applications which include reconciliation of federal funds across financial systems Consolidated Automated Program Enterprise System (CAPES), Grant Management System (GMS), Integrated Disbursement and Information System (IDIS), and Financial Information Systems of California (FI$Cal). The incumbent establishes, assesses, and implements new reconciliation processes, dashboards, and facilitating the correction of identified variances. Ensure accurate and timely completion of monthly reconciliations. The incumbent is responsible for the governance and tracking of chartfields (Project Activities, Task IDs, Revenue GL Account) in Fi$Cal, CAPES, and GMS.
  • Financial Projections: Research and develop complex forecast and projections, including creating defendable methodologies and assumptions on current and new Federal programs and budgetary requirements. Ensure that proper processes and procedures are in place and followed for maintenance of report queries and templates, grant documentation, and corresponding databases.
  • The incumbent will review, monitor, and make recommendations on functionality of current financial processes and databases and actively participate in the process of analyzing data from current HCD systems that may need to be transferred to new systems. Serve as financial representative to ad hoc groups formed to solve financial and administrative problems.
