Under the direction of the Program and Project Supervisor, the analyst will participate and assist in activities related to the Public Advocates Office's Geographic Information Systems (GIS) data strategy, including but not limited to, data governance, data management, and data products in support of the Division's analysis of cross-industry utility Geographical Information Systems (GIS) data including energy, telecommunications, and water. The analyst will work closely with the Senior Analyst - Spatial Analysis to complete work related to the procurement, implementation, operation and maintenance of the Division's GIS platform, internal procedures, and collaborate with other Commission Divisions and stakeholders on GIS efforts as needed.
You will be part of projects working to achieve universal access to broadband across California and develop customer protections for water service including but not limited to customers protections during a declared state of emergency. You will work closely with the Senior Analyst - Spatial Analysis on varied research data analytics such as GIS analysis in support of the Public Advocates Office's advocacy related to the water, communications, and energy utility industries.
Qualifications
- Experience with Esri/ArcGIS software
- Experience with GIS analysis
- Experience with data visualization best practices and software e.g., Tableau
- Strong understanding of quantitative analysis, statistics, and working with public datasets.
- Experience in research, analysis, writing, and presenting reports on complex issues
- Excellent written and oral communication skills

The Public Advocates Office represents residential and small business interests at the California Public Utilities Commission. Our mission is to ensure that customers receive safe and reliable utility services at the lowest possible rates. We participate in Commission proceedings and processes, including workshops, rulemakings, investigations, hearings, utility filings and other forums. These processes set how much customers pay for their utilities, the quality of service they receive, and the rules companies must follow to maintain safe and reliable service. The Communications and Water Policy Branch (CWP) leads the Public Advocates Office's policy development on matters related to the communications and water industry. The Cross-Industry Policy and Spatial Analysis section in the CWP Branch will work on policies to achieve universal access to broadband service in California, customer protections for water service, hold companies accountable for delivering reliable and affordable communication and water services, and conduct quantitative and qualitative research on communications services and water policies that impact Californians every day. The Cross-Industry Policy and Spatial Analysis section also manages activities related to the Public Advocates Office Geographic Information Systems (GIS) data strategy, including but not limited to, operation and maintenance of the Division's GIS platform, internal procedures, data governance, data management, and data products in support of the Division's analysis of cross-industry utility GIS data including energy, communications, and water. The incumbent will be part of the Cross-Industry Policy and Spatial Analysis section in the CWP Branch to support the organization's GIS initiatives, research and analysis, and may be assigned work in other areas and branches of the organization, as directed.
