Regulatory Analyst - JC-266065
Under general supervision from the Program and Project Supervisor, the analyst will participate in several proceedings and programs related to the communications and water industry. The analyst will conduct technical, analytical, and policy research to make evidence-based recommendations for regulatory issues and challenges. The analyst will be expected to use and develop standard quantitative and qualitative analytical methods, write comments on utility applications and Commission rulings, deliver presentations to staff and senior decision makers, testify at hearings, and represent the Public Advocates Office in various forums.
You will be part of project teams working on research activities to support the Public Advocates Office policy development on communications services and water industry topics to protect California customers, including people with disabilities, low-income households and other disadvantaged and marginalized communities to advance social justice. You will also work on proceedings related to water affordability and support the team's advocacy efforts to protect residential customers, especially low-income customers.
As the Commission continues to address access to essential communications services and other utility services, the analyst may be assigned work in other areas and branches, as needed.

The Public Advocates Office represents residential and small business interests at the California Public Utilities Commission. Our mission is to ensure that customers receive safe and reliable utility services at the lowest possible rates. We participate in Commission proceedings and processes, including workshops, rulemakings, investigations, hearings, utility filings and other forums. These processes set how much customers pay for their utilities, the quality of service they receive, and the rules companies must follow to maintain safe and reliable service. The Communications and Water Policy Branch (CWP) leads the Public Advocates Office's policy development on matters related to the communications and water industry. The Cross-Industry Policy and Spatial Analysis section in the CWP Branch will work on policies to achieve universal access to broadband service in California, customer protections for water service, hold companies accountable for delivering reliable and affordable communication and water services, and conduct quantitative and qualitative research on communications services and water policies that impact Californians every day. The incumbent will be part of the Cross-Industry Policy and Spatial Analysis section in the CWP Branch and may be assigned work in other areas and branches of the organization, as directed.
