Position Description

The Information Services Department is offering an outstanding career opportunity to a dedicated professional who will deliver high-quality professional services to perform advanced professional level programming design of the City's systems and applications; serves as an expert technical resource on programming and application database design and administration, integration of disparate applications or systems, and web and mobile application development; website operations; and maintains responsibility for developing and overseeing developed application security.
One current vacancy exists in the Information Services Department. Immediate and future vacancies will be filled from this eligible list for a period of six (6) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.
 
Conditions of Employment
As required by Emergency Order 2021-02, section 7.8, newly hired City employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be fully vaccinated against COVID-19 and submit documentation of proof of vaccination before appointment or onboarding with the City. The City will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.
 
Pay, Benefits, & Work Schedule
UNIT 13 Classification - City of Fresno Professional Employees Association (CFPEA)
RETIREMENT: Fresno City Retirement System, one of the best funded public systems in the state. Reciprocity with other public California systems. The City does not participate in Social Security. Vested in Retirement benefits after 5 years of service.
HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents.
FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.
DEFERRED COMPENSATION: Increase your retirement savings with the City¿s 457 plan.
MANAGEMENT LEAVE: 60 hours per fiscal year.
ANNUAL LEAVE: Twenty (20) days per year of Annual Leave with cash out provisions.
HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and one (1) personal day.
LIFE INSURANCE: Benefit equal to annual salary; premium paid by the City.
LONG-TERM DISABILITY: Benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability; premium paid by the City.

THE REQUIREMENTS
Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list.
Four (4) years of experience involving application design and development, operation and maintenance of application software, and database design and administration functions.
AND
A bachelor's degree from an accredited college or university with major course work in Computer Science, Business Administration, Information Systems, or related field. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
A copy of degree or college transcripts must be uploaded and included in your on-line application for verification of requirement. Applicants lacking the documentation may be rejected.
Possession of a valid California Driver's License required at time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.   
The selected eligible candidates certified will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno.
 
THE SELECTION PROCESS
The examination process may consist of the following: 
APPLICATION REVIEW - Qualifying Only: FIRST APPLICATION REVIEW WILL BE COMPLETED BY OCTOBER 26, 2021. 
Applications submitted will be reviewed and a limited number of the most qualified candidates may be invited for a panel interview. The selection will be based upon those applications and resumes which demonstrate the greatest breadth and depth of applicable education, experience, skills and training appropriate to the desired assignment. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for a proper evaluation.
ORAL EXAMINATION - 100%: A panel of subject matter experts will conduct a job-related panel interview to evaluate each candidate's training, experience and personal traits for the position. This examination may consist of separate panels to evaluate for attributes necessary for specific assignments. Candidates must achieve a passing score to qualify for the eligible list. The panel interview has been tentatively scheduled for the week of November 29, 2021.
 
VETERAN’S PREFERENCE
Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested. Qualified veterans who pass the examination will have five (5) points added to their final score.
