Public Utilities Regulatory Analyst - 276612

Under the direction of the Water Branch’s Program and Project Supervisor, the incumbent performs research and analysis in water policy, rate setting, service quality, and safety. The incumbent applies their analysis and standard economic, statistical, and financial theories to make appropriate recommendations on public utility regulatory issues and challenges in the rate-regulated water industry. Presentations will be required orally and in writing on ideas, research, analysis, findings, and recommendations. The incumbent also supports the Public Advocates Office advocacy at intra-agency and inter-agency conferences, workshops, and public meetings.

The Water Branch leads the Public Advocates Office's advocacy on matters related to the water industry. It oversees nine large water general rate cases the some of the water policy issues in rule makings (the Communications and Water Policy Branch oversees water policy issues in the rule makings). In order to maximize use of resources, staff is shared across the Water Branch and the Communications and Water Policy Branch, based on the nature of the projects, availability and workload of individual staff, and other factors.
