Licensing and Certification Analyst - ASSOCIATE GOVERNMENTAL PROGRAM ANALYST

Associate Governmental Program Analyst (AGPA) is responsible for the independent performance of complex analytical assignments for the Substance Use Disorder Licensing and Certification Section (SUDLCS) that includes monitoring a caseload of substance use disorder (SUD) programs. Substantial overnight statewide travel by airplane, train, automobile, and other forms of transportation is required to conduct on-site compliance reviews of SUD programs to ensure compliance with California Code of Regulations (CCR), Title 9, and the AOD Certification Standards. Overnight travel may take up to a week and up to several weeks per month. This position requires up to 50% statewide travel to perform job-related duties.

Onsite reviews include conducting facility walkthroughs, reviewing client/staff files, conducting client/staff interviews, reviewing policy and procedures, and providing technical assistance. The analyst will be responsible for reviewing and processing AOD initial applications, renewals, and requests for amending licenses and certifications. The analyst’s responsibilities also include the development of branch policy and procedures, preparing fiscal analysis, LCD data gathering and analysis, regulation packages, budget change proposals, bill analysis, developing LCD Information Notices, revising LCD forms and letters, and updating and revising in-house and field monitoring tools.

This position requires the incumbent maintain consistent and regular attendance that includes up to 50% statewide travel to perform job-related duties. Overnight travel may take up to a week to several weeks per month. Approved travel expenses are reimbursed.

Job duties necessitate the analyst perform assignments both in-house, as well as, telework options.

Desirable Qualifications

  • Excellent written and oral communication skills. Candidates should be able to compose clear, concise, and effective memos, letters, and analyses. Frequent communication with program contacts, upper management, and outside stakeholders necessitate a high level of professionalism in the office and while representing the Department in the field.

  • Strong analytical skills. The candidate should be experienced in reviewing and analyzing documents and/or applications for completeness according to policies, procedures, and/or regulations. 

  • Exceptional time management and organizational skills desired. Candidate should have experience meeting deadlines and managing multiple competing priorities.

  • Competency in using basic office software such as Microsoft Outlook, Word, Excel, PowerPoint.
