The Oregon Department of Environmental Quality has two full-time opportunities available for a Clean Water State Revolving Fund (CWSRF) Project Officer (Program Analyst 2) in DEQ’s Eastern Region. The finalist may choose to work in either Pendleton or Bend, Oregon.

There are 3 regions (Northwest, Western, and Eastern); this position is in Eastern Region. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public. What you will do!
The Clean Water State Revolving Fund (CWSRF) provides below-market rate loans to eligible public entities for the planning, design, and construction of water pollution control activities. As a Project Officer for the Clean Water State Revolving Fund (CWSRF) program, you will be responsible for the oversight and administration of CWSRF loans for the life of the loan - from processing loan applications through project completion. You will assist borrowers throughout the process, including review of: CWSRF applications, environmental compliance documents, project planning documents, construction bidding and contract documents, disbursement requests, and project completion reports, and you will authorize the distribution of program funding. You will coordinate with other DEQ staff, including water quality engineers, in the review and approval of required funding and construction documentation. In addition, you will maintain records related to the loan and respond to information requests during audits of the CWSRF program.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in a business or public administration, behavioral or social sciences, or a related degree, AND 2 years of experience coordinating or administering a program (an equivalent combination of education and experience is acceptable).
Candidates who are most competitive will also reflect the following:

  • Experience with project management; excellent problem solving, organizational, time management, and analytical skills; ability to analyze problems and determine root causes.
  • Experience with Clean Water State Revolving Fund administrative rules, Federal Clean Water Act, National Environmental Policy Act, and state environmental laws and regulations.
  • Experience authorizing the distribution of program funding, monitoring local programs receiving funding, and representing a program to the public.
  • Experience conducting in-depth evaluations of program operations, conducting research, and adapting or creating new procedures to solve program issues.
  • Demonstrated ability to plan, schedule, and conduct compliance investigations.
  • Excellent verbal and written communication skills; skill in writing clear and concise reports; skill in representing a program or technical information to the public
  • Ability to communicate effectively with staff, many sectors of the public, and other natural resources agencies, including communicating technical information; professional level writing and presentation acumen.
Working Conditions:
Work is primarily in an office setting. This position requires occasional travel on State business for inspections, technical visits, meetings, trainings, conferences, and public hearings, some of which may include evening work and/or overnight stays. A valid driver’s license is required for this position.
Inspections are usually outdoors at construction sites with the potential for exposure to pollutants, chemicals, contaminated soil, water, fumes, and airborne contaminants. Inspections may occur in adverse weather conditions, and may involve fall or tripping hazards, as well as the ability to climb stairs to gain access to multilevel facilities, kneel, crouch, and perform substantial walking.
