Deputy Director, Department of Finance

PAY AND BENEFITS

The salary range for this position is $121,141.81 - $163,541.67 annually (plus 6.27% deferred compensation and 6% retirement contribution). Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County's Department of Finance is seeking an experienced professional who enjoys a fast-paced environment and has a track record of collaboration, communication, and organizational development to be our next Deputy Director.
Finance's Deputy Director is responsible for planning, coordinating, and administering a comprehensive system of management functions in accordance with revenue and expenditure limitations, department requirements, and legal guidelines. This position reports to and partners closely with the Finance Director to achieve the department's mission and goals. In addition, the Deputy Director leads organizational effectiveness by managing the department's operational functions. This position will focus on continual process and operations improvements, oversee the department's daily operations, and develop and monitor the department's use of resources.
The Department of Finance provides financial administration of the county's governmental operations. Areas of responsibility include budgeting, payroll, general accounting, accounts payable and receivable, grants administration, contract management, debt management, cost allocation, and financial reporting. The department also oversees Facilities Management and Procurement & Contracts for the County.

Required Minimum Qualifications/ Transferrable Skills:*
  • A minimum of eight (8) years of increasing responsibility in operations management
  • A minimum of four (4) years of experience in a leadership or program management role in the public sector
  • Experience conducting research, gathering feedback, collecting and analyzing data, reviewing policy/legal requirements, and making policy or operational recommendations
  • Strong verbal and written communication skills in a leadership role, including the ability to convey complex information to various audiences
  • Experience working in a unionized environment, including an understanding of labor relations and personnel issues
  • Thorough knowledge of the principles and practices of public administration, including organizational development, personnel management, and procurement
  • Strong skills in partnering or working with other departments, external groups and elected officials 
  • Knowledge of Generally Accepted Accounting Principles (GAAP)
  • Must pass a criminal history check which may include national or state fingerprint records check

Preferred Special Qualifications/ Transferrable Skills:*
  • Master's degree in Finance, Business Administration, Public Administration, or other relevant fields of study
  • Experience in the disciplines of finance: such as budget; payroll; general accounting including accounts payable and receivable; grants administration; contract management; financial reporting in a local government
  • Thorough knowledge of process improvement and organizational change management concepts
  • Experience developing or refining strategic plans, developing and refining performance measures, and collecting and analyzing performance data

TYPICAL TASKS

Duties may include but are not limited to the following:
Assists the Department Director in the administration of department personnel, programs, services and operations; acts as the Director in their absence; oversees divisions within the Finance Department as assigned by the Director of Finance; manages individual projects as requested by the Director, County Administrator or Board of County Commissioners, including the coordination of staff and consultants; provides policy interpretation and policy direction to other departments as well as to the Finance Department's management team; acts as liaison to internal county departments regarding service and response issues.
Develops and recommends new and revised policies, programs, goals and objectives; works with program and division managers to establish priorities and direct the preparation of the department’s strategic plans, annual work programs and metrics reporting; ensures department-wide implementation and compliance with Federal, State and local statues, rules, regulations and ordinances; provides policy interpretation and policy direction to other departments as well as to the Finance Department's management team.
In coordination with the director, hires and directs supervisory and professional staff to carry out the functions of the department and to provide quality service to citizens and County staff; prepares performance evaluations; recommends and administers progressive discipline; conducts and/or facilitates staff training and development programs; promotes cooperative team efforts among staff and with other County departments; motivates employees to provide quality service to citizens.
Represents the department to public and private agencies and groups; delivers presentations before the Board of County Commissioners, County Administrator, department directors, employee groups, advisory boards and commissions and the public; responds to citizen inquiries in a timely and effective manner; coordinates department work efforts and objectives with other county departments or divisions; participates in county-wide committees; acts as the Finance Department liaison to county departments regarding services delivery and response issues.
Provides consultation and direction to Finance Department managers and supervisors on personnel issues such as discipline, grievances, staffing, recruitments, and employee development; may participate in the collective bargaining process as a member of the negotiating team.
Monitors legislative action reports, bills and new legislation affecting the County; makes recommendations to the Finance Director; works closely with Finance staff to ensure adherence to governmental accounting and budgetary practices, changes, and trends. 
 

REQUIRED KNOWLEDGE AND SKILLS

Thorough knowledge of:  Generally accepted accounting principles, systems and processes; principles and practices of public administration, including personnel management, procurement, program planning and budget, grant and contract administration; participative management, group facilitation, team building and conflict resolution skills; principles and practices of project management; applicable federal, state and local regulations, rules, codes and ordinances; participative management theories, team building and conflict resolution processes; labor relations procedures; principles of employee engagement.
Skill to: Communicate effectively, both orally and in writing; prepare and deliver oral presentations to public and private groups; facilitate consensus building and problem solving; formulate and implement operational and administrative policies; plan, develop and evaluate funding requirements; prepare and justify budget requests and grant proposals; review contracts for compliance with County policies and legal requirements; direct staff in continuous efforts to improve quality, productivity, customer service and to maximize resources; incorporate team participation in decision making; respond to requests by citizens, County elected officials, County Administrator and other County staff; establish and maintain effective working relationships with the public and other County personnel, special interest groups, elected officials and other public and private agencies; incorporate team participation in decision making; respond to changes desired by citizens and County staff.
 

WORK SCHEDULE

This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

ABOUT THE DEPARTMENT
The Department of Finance centers its mission on the values of accountability, customer service, and integrity. Our team serves the public and internal customers by providing timely and accurate fiscal information, evaluating financial alternatives, and coordinating among departments to meet the county's public service goals. We also manage the efficient acquisition of county goods and services and maintain sound, healthy, and accessible county buildings and other facilities, protecting the county's investment in our public spaces.
Accounts Payable
The finance staff processes payment requests on a weekly basis for goods and services received by the county and for employee travel and mileage. They also maintain the payable vendor listings and the Federal 1099 tax information and reporting.
Accounts Receivable
The finance staff receipts and processes for deposit all payments received in the Finance Division. They also prepare and send invoices to both internal and external customers for services provided by various county departments. They also monitor and report Transient Lodging Tax collections.
Audits
The Deputy Director oversees and coordinates the production of the County's Annual Comprehensive Financial Report (ACFR) and five Component Unit audits. The Government Finance Officers Association of the United States and Canada has awarded certificates of Achievement for Excellence in Financial Reporting to Clackamas County for its ACFR for each of the fiscal years ended June 30, 1991, through the year ended June 30, 2020. The Certificate of Achievement is a prestigious national award, recognizing conformance with the highest standards for preparation of state and local government financial reports.
Budget
The Budget Office is responsible for coordinating the budget process throughout the year. The cycle begins with an analysis of departmental funding requests, continues through Budget Committee review and approval and Board of County Commissioners adoption of the budget for the new fiscal year. The process continues as the year unfolds with revenue and expenditure monitoring and budget changes as approved by the Board. The Budget Office also produces the county cost allocation and indirect cost plans.
The Government Finance Officers Association of the United States and Canada has given its Distinguished Budget Presentation Award to Clackamas County for each fiscal year since July 1, 1993. This award recognizes the effectiveness of the budget as a policy document, operating guide, financial plan, and communications device as determined through an extensive review process. This award is difficult to attain, and we are proud to continue to receive it.
Grant Accounting
The Grants Financial Management workgroup provides professional services to all County Departments and Agencies. This includes but is not limited to: grants financial management, fiscal oversight, fiscal reporting, sub-recipient monitoring, and training. In addition, we compile the annual Schedule of Expenditures of Federal Awards (SEFA) and coordinate the annual audit of Federal Grants.
The Financial Assistance Policy and Manual were updated on December 12, 2020.
Payroll
Payroll processes bi-weekly paychecks for over 2,000 county employees as well as Housing Authority, Mental Health and Community Solutions clients, Election Board and Workers' Compensation checks and reports to PERS.
Facilities Management
Provides maintenance and management services to owned and leased facilities housing county departments. County operations currently occupy 570,034 square feet in more than 80 buildings ranging in size from 600 to 59,000 square feet. Services provided include general maintenance; janitorial and landscape services; maintenance and repair of HVAC (heating, ventilating, and air conditioning), plumbing, electrical, lighting, and mechanical systems; fire/safety/code compliance; project management for construction and remodeling; utilities management; and leasing of facilities.
Staff performs fire/life safety, indoor air quality, water quality, indoor lighting standards, building and electrical code, and Americans with Disabilities Act (ADA) inspections. Tests and analyses are conducted on a routine and special requirement basis for the safety and comfort of the general public and employees and to ensure compliance with codes and legal standards.
