Data Analyst, Performance

Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

Under supervision of Performance Analysis and Reporting Manager, this person is responsible for the oversight of programmatic performance data and analysis of LAHSA-funded homelessness programs, including all housing and supportive services programs.


Essential Job Functions
  • Provide training and technical assistance to LAHSA Contractors and LAHSA staff on standard reporting requirements, HMIS data standards and extraction, performance evaluation, and data visualizations.
  • Generate reports, analyze program performance, and provide contractors feedback regarding the results obtained.
  • Produce data that lead to better insights and business understanding of programs and performance targets
  • Provide original insights beyond the initial scope of the project
  • Compile analytical and statistical reports as needed
  • Oversee provision of ad hoc management report
  • Review information for accuracy and reconciles data on a regular basis
  • Maintain the day to day operation of all data management functions. Provide internal and external data needs.
  • Manage and optimize timelines for projects, collaborating with experts as needed. Ensures accuracy and attention to detail in all phases of a project
  • Provide data and evaluation support for grantmaking and procurement, including evaluation of proposals for funding and development of performance targets and performance reports.

  • Work in concert with LAHSA's various department to design programs that meet the goals outlined in the implementation plans developed to end homelessness. This includes collaborating with service providers and governmental institutions, conducting focus groups and special qualitative assessments and presenting the program design to LAHSA's Commission.
  • Develop and maintain interactive and impactful data visualizations and reports that assist LAHSA and LAHSA contractors tell our story
  • Complete ad hoc and routine data requests which are often time-sensitive and complex
  • Maintain up to date knowledge of data elements and requirements necessary to report to LAHSA funders. This includes ensuring that the HMIS database contains all the pertinent data elements and requirements necessary to satisfactorily report to LAHSA Investors.
  • Represent LAHSA and participate at meetings and conferences as appropriate, communicating effectively with other LAHSA departments, the LAHSA Commission and external audiences, as appropriate.

Knowledge, Skills & Abilities
  • Develop a strong understanding of different research and evaluation methods.
  • Experience with programmatic quality assurance, performance management and evaluation techniques.
  • Ability to draw correlations and insights within and across datasets.
  • Ability to perform and lead in a team-based, project management environment
  • Excellent people skills, specifically a capacity for collaboration and interpersonal relationships; facilitation experience preferred.
  • Clear and effective communicator both orally and in writing; presentation experience preferred.
  • Expert problem solving, prioritization, time management and decision-making capabilities.

  • Intermediate to advanced level of computer software programs, specifically, Microsoft Office (Word, Excel, Power Point, SharePoint, OneDrive, and Outlook), statistical software packages (SPSS, SAS, R, etc.), and interactive data visualization software (Power BI).



Training & Experience
  • Proven professional experience and educational background. 


COVID-19 Vaccines  
  • Effective November 1, 2021, LAHSA will require proof of vaccination for all employees. This requirement is in response to the public health emergency and is intended to reduce the spread of COVID-19 among LAHSA employees, our stakeholders and those we serve – it will remain in effect for the duration of the public health emergency. 
  • Employees may apply for an exemption if they cannot be vaccinated due to complicating medical conditions or sincerely held religious beliefs. If the exemption is approved, then the employees will be subject to weekly COVID-19 testing.
