Classification Analyst

The Department of Human Resources (DHR) is seeking a Classification Analyst to serve in a unique role as a State's expert in the field of job evaluation and classification. We are looking for professional applicants that enjoy the complexity of classification and compensation. 
In this position, you will provide highly complex classification consultation to all levels of the Executive Branch in classification philosophy and theory, determining the appropriate FLSA, EEO4, managerial designations, applicable Collective Bargaining Unit Agreement provisions, and similar job coding based on the job evaluation. You will have the opportunity to lead substantial portions of statewide studies to establish new or revised job classes in the process of maintaining the State's job classification system. This position will also play a critical role in reviewing the current classification and compensation plan as well as participate in the modernization effort. This position mainly utilizes legacy systems and manual filing and requires reviewing and processing large amounts of paperwork.
The Classification Analyst will be required to participate in the grievance process, defending actions at all levels of that process. As such, the incumbent may testify before the Vermont Labor Relations Board. You will also serve as liaison and provide support to one or more decentralized classification committees, advising department or agency reviewers and serving as a point of quality control. You will develop and analyze information that impacts the state classification plan and consult with agencies regarding complex statewide classification issues, special research projects, utilize advance data base management skills, and participate in a variety of professional human resources statewide projects involving multiple agencies. 
Ideal candidates will enjoy solving complex puzzles, working with numbers, and will have considerable knowledge of the methods of job evaluation and classification. Additionally, knowledge of federal and state labor laws, rules, and regulations pertaining to job classification (such as FLSA, EEO4, and Standard Occupational Categories) is preferred. DHR is currently supporting a hybrid work model and requests for some telework each week will be considered.

Minimum Qualifications
Four (4) years or more of professional human resource experience INCLUDING interpreting and applying salary administration, employee relations, regulatory compliance, state and federal laws relating to employment practices and issues, or other personnel policies, criteria, and standards.

Preferred Qualifications
Experience in job evaluation, quality assurance, or data analysis.
