The Oregon Department of Environmental Quality has a full-time opportunity for a Diesel Emissions Mitigation Analyst (Program Analyst 2) in Portland, Oregon.

The Air Quality Division is responsible for collecting environmental information, analyzing environmental information, and developing sound and effective environmental strategies. The Division ensures that the technical and scientific expertise is available to inform and carry out these responsibilities. In partnership with others, the Division takes a comprehensive and holistic view of environmental impacts and seeks to create solutions that enable actions that can reduce those impacts. The goal of the Air Quality Division is to ensure clean and healthy air for all Oregonians, which directly supports DEQ’s mission. What you will do!
You will assist the agency’s Diesel Emissions Mitigation Coordinator in executing the day-to-day operations of the Diesel Emissions Mitigation Program, which includes state funds from the VW Environmental Mitigation Fund and federal funds from DERA. You will provide technical expertise and assistance to the program, eligible fund recipients, and other stakeholders; interpret and assist in drafting Mitigation Plan requirements governing the eligibility of projects and other program guidelines; and work with the Program Coordinator to evaluate and approve (or reject) diesel engine mitigation projects. You will monitor and evaluate program progress to make certain program results meet the intended agency goals and expectations; adapt or develop procedures; work with the program coordinator and agency management to establish program performance measures; make program improvements; gather program data; develop program reports; and present results of analyses clearly in writing and verbally to different audiences.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in a business or public administration, behavioral or social sciences, or a related degree, AND 2 years of experience coordinating or administering a program (an equivalent combination of education and experience is acceptable).
Candidates who are most competitive will also reflect the following:
- Excellent verbal and written communication skills; skill in writing clear and concise technical and narrative reports that include analyses, recommendations, and conclusions.
- Ability to communicate effectively with staff, many sectors of the public, and other natural resources agencies, including communicating complex technical and policy information; professional level writing and presentation acumen.
- Knowledge and experience in diesel emissions retrofit technology, including their application and estimated emissions reductions.
- Knowledge of the Diesel Emissions Mitigation Program; knowledge of the VW Environmental Mitigation Plan and the Federal Diesel Emissions Reduction Act (DERA).
- Experience analyzing data, financial information, and other information to oversee implementation of various aspects of a program, such as diesel emission mitigation project evaluation and verification.
- Experience authorizing the distribution of program funding, monitoring local programs receiving funding, and representing a program to the public.
- Experience conducting in-depth evaluations of program operations, conducting research, and adapting or creating new procedures to solve program issues.
- Experience with project management; excellent problem solving, organizational, time management, and analytical skills; ability to analyze problems and determine root causes.
Work is performed primarily in an office. This position requires occasional travel on official State business for meetings, conferences, trainings, and public hearings, some of which may be held in the evenings and involve overnight stays.
