Texarkana Water Utilities Executive Director

GENERAL PURPOSE
This appointed essential position is responsible for engineering and administrative work in construction, operation, and maintenance of the bi-city water and sewer systems. Work involves responsibility for exercising general administrative direction over all phases of the municipal water and sewer system, including administrative management, operations, engineering, safety/security, distribution, treatment and supply facilities to provide quality water and sewer service to Texarkana, Arkansas, Texarkana, Texas, Member Cities (7), and Wholesale Customers (12). The work involves considerable technical and administrative independence, subject to general policy, budget and management direction from the City Managers of Texarkana, Texas and Texarkana, Arkansas. Work is reviewed through conferences, general inspection, records and reports. Responsibilities include providing IT services for both Cities and TWU.
 
SUPERVISION RECEIVED
Work is performed under broad direction of the City Managers of Texarkana, Texas and Texarkana, Arkansas.
 
SUPERVISION EXERCISED
Exercises direct supervision and provides leadership to department directors and managers including; Finance Director, IT Manager, GIS Manager, Water Plant Manager, Wastewater Treatment Plant Manager, Customer Service Supervisor, Design Engineer, Environmental Engineer, Inflow/Infiltration Supervisor, Field Operations Manager, and the Fleet Service Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Confers with immediate assistance and supervises and exercises general direction of the construction, operations, repair, and maintenance of supply and treatment facilities, pumping stations, and the general water distribution system and sewer collection system.
 
Analyzes operating reports; confers with the City Managers on operating and fiscal policies and problems; studies operations and costs; recommends expansion programs, changes and modifications in existing systems and facilities and fees.
 
Develop the annual budget and capital/infrastructure improvement needs in support of long-range planning.
 
Confers with City department heads, county, state (both Arkansas and Texas officials), and federal officials and private consultants; prepares short and long-range plans for the expansion of the municipal water and sewer systems, which also includes water supply sources, to meet growth potential.
 
Establishes standards, plans, schedules, and procedures for expanding, operating, and maintaining the City’s Public Utility Infrastructure.
 
Attend City Council and Board meetings as needed and responds to questions and complaints from the general public.
 
Keep abreast of existing and anticipated potential problems, including safety/security issues, which may/will affect the Utility and keep the City managers apprised of the same.
 
Responsible for safety at Texarkana Water Utilities.
 
Works on-call to respond to emergencies 24 hours a day, 7 days a week.
 
Performs related work as necessary.
 
Serves as the primary manager for both Cities in IT, and GIS systems.

DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
(a)          Graduation from an accredited college or university, with major course work in civil sanitary, mechanical, chemical, or hydraulic engineering or closely related field.
(b)          Considerable progressive responsibility for water and sewer systems, engineering and administrative management experience.
(c)           A licensed Professional Engineer registered in Arkansas and Texas.

Necessary Knowledge, Skills, and Abilities:
(a)      Ability to read and interpret literature, books, reviews, abstracts, financial reports, and/or legal documents.
(b)      Ability to receive administrative directions where the employee performs their duties within a broad parameter defined by general organizational requirements and accepted practices.
(c)       Considerable knowledge of administrative management practices and procedures.
(d)      Ability to plan, organize, delegate responsibility, supervise and review the work of a large, diversified organization and to secure sufficient results.
(e)      Thorough knowledge of the theory and practice of modern water and sewage treatment, and of machines, equipment and materials used in water supply and water and sewage treatment operations.
(f)        Extensive knowledge of the materials, methods, engineering practices and equipment used in the construction, maintenance and repair of a water and sanitary sewer system.
(g)      Extensive knowledge of IT, GIS, and cyber security for all electronic and processing systems.
(h)      Thorough knowledge of city, state(s), and federal regulations and City ordinances, rules, regulations, and standards. Prepare a variety of reports required by both states and federal requirements and knowledge of testing requirements for water and sewer.
(i)        Working knowledge of risk management and safety practices.
(j)        Ability to carry out assigned projects to their completion.
(k)       Ability to communicate effectively verbally and in writing.
(l)        Skill in operating the listed tools and equipment.

SPECIAL REQUIREMENTS
Valid State drivers’ license

Computer, including Microsoft Office, GIS (Arc Map), SharePoint, Finance Software; ten-key calculator; phone; copy machine; fax machine.
