Supportive Housing Contract Analyst

PAY AND BENEFITS

Annual Pay Range:  $ 65,006.55 - $ 82,341.26
Hourly Pay Range:   $ 31.253151 - $ 39.587142
This position is classified as a Management Analyst 2. Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

This is a full time County position represented by the Housing Authority Employee Association.
 

JOB DETAILS AND QUALIFICATIONS

The Housing Authority of Clackamas County (HACC) seeks an experienced, detail-oriented individual to join our team as the Supportive Housing Contract Analyst.
This new position will focus on providing contract support for the Supportive Housing Services Program, including analysis and administration, fiscal and program operations, with an emphasis on contract management. The selected candidate will be responsible for applying management principles to complex contract administration by giving direct assistance to program staff, drafting scopes of work, and administering multiple contracts. The Supportive Housing Contract Analyst will coordinate with vendors, management, and other partners to ensure contracts are developed and submitted correctly and in compliance with procurement guidelines.
Competitive candidates will have excellent negotiation skills and exercise independent judgment, resourcefulness, and initiative to accomplish work and provide solutions. The ideal candidate will have experience in contract management, including development and administration.
The Supportive Housing Services Program provides support for those in the region experiencing homelessness or at-risk of experiencing homelessness. The Supportive Housing Services Program provides services for people all over the region. Each county develops its own Local Implementation Plan based on need and then implements the programs in several phases.
HACC is an independent public corporation that provides Public Housing, Affordable Housing, Housing Choice vouchers, and resident services to low-income residents of Clackamas County.

Required Minimum Qualifications/ Transferrable Skills:*
  • At least four (4) years of experience negotiating, reviewing, and monitoring contracts and working with complex purchasing and procurement regulations
  • Experience negotiating contractual agreements and sub-recipient agreements, including procurement, contract terms and conditions
  • Experience working directly with vendors, providers, contractors and /or suppliers 
  • Working knowledge of principles and practices of contract preparation and administration 
  • Familiarity with federal and state funding process
  • Ability to prepare clear, accurate and concise reports in a timely manner
  • Ability to establish and maintain successful partnerships with outside entities including non-profits, other county employees, and the public
  • Ability to work independently as well as part of a team
  • Strong verbal and written communication skills 
  • Strong analytical, problem-solving and critical reasoning skills
  • Must pass a criminal history check which may include national or state fingerprint records check
  • Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. TYPICAL TASKS

Duties may include but are not limited to the following:
  • Recommend appropriate procurement strategies and options that address department business needs and county processes.
  • Facilitate, process, and administratively monitor contracts for goods and services, including new contracts and amendments. Translate program requirements into contract terms; evaluate contracts for potential performance risk; review, draft, and negotiate Contracts or Agreements; bid terms and conditions; negotiate contract terms to minimize performance risk; negotiate price agreements for services; ensures compliance, budgetary, insurance, permitting and related policies and procedures; administers applicable contracts.
  • Support defining in writing scopes of work and performance measures, drafting background statements and project narratives, and researching examples of technical specifications.
  • Develop contract or agreement tracking or reporting procedures; compile contract status reports. Evaluate if contract terms are met at the end of the contract period. Ensure contract records are maintained in accordance with retention schedules. Review invoices for compliance with agreements and approve payments. Track and monitor project timelines and milestones against agreement terms and conditions. Provide technical support to vendors.
  • Liaison with Procurement and Contract Services, Office of the County Counsel, and Risk and Safety Division.
  • Manage division’s contract database.
  • May lead the work of assigned regular and temporary administrative support staff and or coordinate and facilitate the work of a project team.
 

REQUIRED KNOWLEDGE AND SKILLS

Working Knowledge of: Principles, practices and methods of administrative, organizational, economic and procedural analysis; techniques and processes of contract administration and drafting contracts. Vendor technical support and audit performance; principles and practices of public administration and business communication; principles and techniques related to assigned discipline, such as financial analysis, government accounting, budget development, statistical research and legislative processes; Federal, state and local laws and regulations applicable to assigned areas of responsibility; English grammar and composition; office equipment, including personal computers and software programs.
Skill to: Research and analyze administrative, operational, financial, budgetary, procedural, and organizational issues and develop improvements in operations, policies, procedures and methods; plan and conduct research projects in statistical or narrative form; analyze issues and problems from multiple perspectives; identify alternative solutions and recommend sound, logical, fact-based conclusions; prepare clear, concise and comprehensive reports; communicate effectively, both orally and in writing; maintain compliance with County, State, Federal and other rules, regulations and laws related to areas of responsibility; manages, coordinates and/or administers assigned area of responsibility; coordinate work of assigned staff or project team; establish and maintain effective working relationships with County employees, external agencies and businesses, citizen and community groups, and the public; operate computer software and other office equipment.
 
 

WORK SCHEDULE

This position is eligible for a hybrid work schedule (remote/in office) after initial training. 
This position is included in HACC’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

HCD is comprised of the Housing Authority of Clackamas County (HACC) and Community Development Division.
The Housing Authority of Clackamas County is a public corporation, established under the federal Housing Act of 1937 and the provisions of Chapter 456 of the Oregon Revised Statutes. Although it is a separate public corporation, the HACC falls under the administrative structure of Clackamas County government. Created in 1938, HACC was the first housing authority established in the State of Oregon. The HACC provides affordable, safe, decent and sanitary housing opportunities in a fiscally responsible manner to low-income people in Clackamas County.
