Regulatory & Finance Analyst I, II or Senior

In this role you will directly support the Regulatory and Finance Manager in timely and accurate reporting of financial data, including analyzing and providing financial reports and presentations required by Company management, operations, and external partners. Prepares and assists in communicating information for filings with the appropriate Commissions and/or regulatory body and internal decision making. Responsible for the development, analysis, interpretation and communication of capital expenditures, development of operating budgets, strategic plans and forecasts, project analysis development as well as related comparative reporting tools.  

SALARY RANGE:  Determined by the knowledge, skills and abilities of the applicant.
  • Analyst I: $60,350 - $90,600
  • Analyst II: $71,550 - $107,400
  • Sr Analyst: $84,050 - $126,100

REPORTING RELATIONSHIP:  Regulatory and Finance Manager

LOCATION:  Denver, Colorado

ESSENTIAL JOB FUNCTIONS:
  • Use analytical skills to develop a solid understanding of various ratemaking policies and concepts, including cost of service, revenue requirements, cost allocation, rate of return, and regulatory accounting.
  • Acquire, analyze, and interpret Company financial and statistical data to be used in regulatory and financial reports, filings and studies. Present analytical conclusions (orally and in writing) to management, and other partners in an organized, concise and timely fashion.
  • Actively participate in the development and preparation of annual budgets, strategic plans and financial forecasts. 
  • Support sophisticated data analysis to advise decision making, design and file financial models for concurrent cost recovery riders and adjustments clauses.
  • Coordinate the preparation of compliance reports for regulatory reporting and other collaborators needs.
  • Perform ad hoc financial analysis activities and provide analysis and interpretation of results to manager and upper management.
  • Establish strong relationships across the Company and with external partners to advance effective communication and coordination across departments and companies.
  • Prepare and support business-specific research on emerging regulatory rules and procedures, interpret results, and make recommendations that align with Company policies and initiatives.
  • Perform assigned duties in a professional manner to facilitate the objectives and goals of the various internal task force groups to develop and implement the Company's strategic action plans. 

QUALIFICATIONS:

Analyst I
  • No experience required. Training provided.
  • Bachelor’s degree in Engineering, Business, Accounting, Finance, Economics or related field of study required or equivalent combination of education and experience is required. 

Analyst II
  • Minimum of three (3) years of experience in finance, accounting, regulatory or related field required.
  • Bachelor’s degree in Engineering, Business, Accounting, Finance, Economics or related field of study required or equivalent combination of education and experience is required. 

Senior Analyst:
  • Minimum of five (5) years of experience in finance, accounting, regulatory or related field required.
  • Bachelor’s degree in Engineering, Business, Accounting, Finance, Economics or related field or equivalent combination of education and experience is required.

KNOWLEDGE/SKILLS/ABILITIES:
  • Excellent user capabilities with MS Office software (proficiency in Word, Excel, Outlook and PowerPoint. Experience working with database and collaborative software tools (FileNet, Sharepoint, etc.) Exposure to Hyperion Essbase and Hyperion Planning a plus.
  • Strong quantitative and analytical skills, and the ability to perform sophisticated analysis.
  • Understanding of financial analysis.
  • Strong interpersonal and effective teamwork skills.
  • Strong organizational skills with the ability to manage due dates and priorities effectively within a fast-paced environment.
  • Ability to apply strong attention to detail while understanding and considering the overall vision.
  • Excellent verbal and written communication skills with ability to communicate difficult topics to various levels of financial and non-financial personnel.
  • Ability to demonstrate initiative and to work independently as well as with a team.
  • Ability to maintain strict confidentiality of business information.

Work environment: Routinely perform work indoors in climate-controlled shared work area with moderate noise level. Willing to travel occasionally (less than 10 days per year) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities.
