Maintenance & Operations Superintendent (WMS03)

The Opportunity
WSDOT is seeking a highway maintenance professional with extensive experience looking to advance their career into a leadership role. This highway maintenance professional will provide specialized leadership, guidance and support as the Northwest Region (NWR) Maintenance & Operations Superintendent for Area 4-Kent. This position controls, coordinates, and directs the use of personnel, materials, and equipment to safely operate, preserve, and maintain over 1,000 lane miles of state highway infrastructure. What to Expect
The purpose of the Maintenance Division is to ensure highway infrastructure, WSDOT facilities, and equipment are maintained properly in order to operate the highway system effectively and safely. 
 
Among the varied range of responsibilities held within this role, the Maintenance & Operations Superintendent will:
  • Represent the organization to conduct and/or attend department and interagency meetings, plans reviews, pre-construction conferences, and public meetings and outreach events to ensure proper quality control from a maintenance perspective.
  • Develops and solicits bids for, and awards, and administers contracts for maintenance/preservation projects, including asphalt and aggregate procurement, equipment rentals, and contracts for miscellaneous goods and services.
  • Represent WSDOT as the expert witness/subject matter expert at public events and coordinate department activities with federal and state agencies, sovereign tribes, counties and municipalities, and public organizations.
  • Travel throughout the assigned area to perform field assessments and serves as the area’s Subject Matter Expert for the Snow and Ice Removal program during the winter season.
  • Ensures the Area meets the Department's environmental commitments including its NPDES and Integrated Vegetation Management requirements by development of long-term plans to achieve the goals and implementation of decisions regarding fleet, facilities and staffing that supports the plan.
  • Reviews monthly expenditure and accomplishment reports. Analyzes expenditure status and directs adjustments to the maintenance program to stay within labor hour and dollar allocations.
  • Track employee safety statistics and develops preventative action plans based on data and accident reports. Attains employee involvement in WSDOT’s safety program. Implements and evaluates new employee safety technologies, career development programs, and policies to reduce accident/injury occurrence.
  • Coach, mentor, and train new and veteran employees, overseeing the implementation of policies and practices that support employee diversity, career development, training and recognition. Administer WSDOT policies, labor contracts, and work rules.
 
Qualifications
To be considered for this opportunity, the following are required:
  • Current driver’s license
  • Bachelors degree in Civil Engineering, Construction, or closely related field. 
  • Five (5) years of supervisory experience in transportation, construction, or closely related field. (Additional work experience may substitute for degree requirement on a year for year basis)
 
It is preferred that qualified candidates also have:
  • Current Commercial Driver’s License (CDL) Class A without airbrake restrictions. 
  • Ability to plan, develop, and administer complex multimillion dollar budgets. 
  • Ability to make field assessments and be on standby duty 24/7 for emergencies. 
  • Knowledge and understanding of engineering design and construction principles. 
  • Knowledge and understanding of all facets of roadway, right-of-way, IR, signage, and rest area maintenance operations and procedures. 
  • Knowledge of labor relations and collective bargaining procedures and practices, including administration of collective bargaining agreements and application of corrective and disciplinary action. 
  • Knowledge of applicable federal, state, and local laws and ordinances, including environmental regulations.
