Survey Files Research Technician (TT3, In-Training)

The Opportunity
WSDOT is currently seeking an engineering technician to fill a Transportation Technician 3 vacancy located in Shoreline, WA. The individual in the role will be the subject matter expert for the Northwest Region (NWR) Survey & Right of Way (RW) Office in creating GIS layers and developing databases to store the GIS information. In this role, you will be responsible for responding to Public Disclosure Requests (PDR) requests for Survey and Right of Way information. The successful candidate will be the PDA Database expert who provides ongoing training and support in the use of the database. The successful candidate will be a central resource for PDA and will represent NWR with any questions within the database. This position is integral to the organization's mission of highway design, construction and right of way.
  
 What to Expect
Among the varied range of responsibilities held within this role, the Survey Files Research Technician will:
  • Instruct and train Survey and Right of Way staff as well as other support groups in conducting research.
  • Manage the PDA by loading new documents/records/contracts into the systems. 
  • Apply engineering principles and use Survey and Right away knowledge to fill out electronic database forms; load and maintain records in the PDA daily. 
  • Provide instruction on how to access and use the PDA and Electronic Content Management (ECM) system.
  • Make improvements to the PDA per customer feedback, respond to customer requests and help customers with hard-to-find data.
  • Create GIS layers and developing databases to store the information used by GIS.
  • Use GIS tools create points, lines, and polygons to display data at the correct geographic location.
  • Respond to requests for information coming through the NWR Public Disclosure office, WSDOT staff and members of the Public.
  • Conduct special projects or research as needed to study or resolve issues as they arise.
 
Qualifications
This is a Transportation Technician 3 (TT3) position. However, the hiring manager reserves the right to fill the position at a lower level (TT2) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
 
At the Transportation Technician 2 level, one of the following is required: 
  • An Associate degree in Civil Engineering Technology, surveying, drafting or other closely related fields. OR
  • Completion of an accredited vocational/technical program consisting of at least 1,200 instructional hours in Civil Engineering Technology, surveying, drafting, structural detailing, engineering design or other closely related fields. OR
  • A high school or GED equivalent AND two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent. (College level or vocational/technical course work in engineering, drafting, survey, mathematics, or other closely related fields will substitute for the required technical engineering experience on a year-for-year basis.)
 
At the Transportation Technician 3 level, one of the following is required:
  • Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent. OR
  • A Bachelor's degree in Engineering. OR
  • Certification as an Engineer-in-Training. OR
  • A Land Surveyor's license. OR
  • A Land Surveyor-in-Training Certification.
 
In addition to the above, the following are also required:
  • Ability to read, interpret and follow manuals, contracts, policies, and procedures.
  • Ability to use standard software to archive and retrieve records, drawings, and documents. 
  • Ability to safely manipulate and transport materials and equipment up to 50 pounds. 
  • Ability to perform field work to complete essential job functions on the highway roadside next to traffic, traversing uneven terrain, in wetlands area, and in weather conditions from 100 degrees F plus to below freezing.
  • General knowledge of engineering and surveying principles.
  • A valid driver's license.
 
It is preferred that qualified candidates also have: 
  • A Bachelor's degree in Engineering.
  • Certification as an Engineer-in-Training.
  • A Land Surveyor's license.
  • Certification as a Land Surveyor-in-Training
  • Experience in other transportation disciplines such as Construction. 
  • Experience using software to archive and retrieve records, drawings, and documents.
  • Ability to use WSDOT computers, equipment, and software. 
  • Ability to use WSDOT standard software to archive and retrieve records, drawings, and documents.
 
Important Notes 
  • This recruitment may also be used to fill additional positions per business needs. 
  • This position offers flexible/hybrid remote work options.
  • The salary listed includes the legislative approved 5% salary premium for positions in King County. An additional general wage increase of 3.25% will be applied for all state employees on July 1, 2022.
  • By issuance of proclamation, the Governor of Washington State mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19. This is a condition of employment with WSDOT.   • This is an in-training position that offers a career path and on-the-job training. This position allows you to progress upward through the Transportation Technician field and achieve the goal class of a Transportation Technician 3. Candidates will be considered for a Transportation Technician 2 or Transportation Technician 3, depending on their qualifications. Annual salary levels for each position are:
  1. Transportation Technician 2: $51,445 - $69,224
  2. Transportation Technician 3: $58,300 - $78,334
