The Water Branch within the Public Advocates Office is seeking a Utilities Engineer to join its San Francisco Section #2 team. Under supervision of the Program and Project Supervisor, the incumbent performs engineering analysis and develops advocacy recommendations in written and oral testimony on a broad range of water utility related matters such as utility ownership transfers, sales of utilities’ properties, conservation programs and rate design, district consolidations, affiliate transactions, cost of capital investment, water supply and quality issues, and groundwater contamination. The incumbent will also present findings, conclusions and recommendations in written testimony and testify orally as an expert witness in formal proceedings.

The incumbent will also review, develop studies and make appropriate recommendations relating to operations and maintenance of water utilities and their facilities; such issues may include feasibility studies on plant additions, plant cost, plant depreciation, chemical use, sales of utility properties, and ground water pollution. In addition, the incumbent will prepare reports and assist the project leader in General Rate Case proceedings in reviewing the proposed application for deficiencies, drafting deficiency letters, identifying key issue areas, planning and organizing meetings, field investigations, publication and distribution of staff reports. The incumbent prepares reports and responses to sensitive and controversial inquiries related to water utility regulation. The incumbent reviews Class A utilities’ advice letters and, if necessary, files protests on issues that have potential adverse effects on utility ratepayers. The position requires an ability to work well in a team environment as well as independently under tight time schedules.

Effective July 1, 2021, all Bargaining Unit 9 and Excluded state employees with 23 or more years of state service will be eligible to receive five and one half (5.5) percent of base salary as longevity pay.


Effective July 1, 2019, all Bargaining Unit 9 and Excluded state employees with 21 or more years of state service will be eligible to receive three (3) percent of base salary as longevity pay.

Range D requires a current valid California Professional Engineer license.


Effective July 1, 2020, all Bargaining Unit 9 and Excluded state employees with 22 or more years of state service will be eligible to receive four (4) percent of base salary as longevity pay.

Bargaining Unit 9 and Excluded state employees with 20 or more years of state service will be eligible to receive two (2) percent of base salary as longevity pay. In addition, a geographic pay differential of $250 per month is given to employees whose worksite is located in San Francisco.

The Public Advocates Office's mandate is to obtain the lowest possible rates for utility services consistent with reliable and safe service levels, and the state’s environmental goals. The Public Advocates Office represents residential and small business ratepayer interests in Commission proceedings and processes (e.g. workshops, rulemakings, investigations, utility applications, hearings, advice letters, committee and stakeholder meetings, and other forums). These proceedings and processes set rates, rules, policies, and regulations.

A Statement of Qualifications (SOQ) must be submitted with your application. A SOQ is a narrative description of how your training, experience, and education qualifies you for the position. The SOQ must be 11-point Arial font, single-spaced, and no more than two pages. Writing that exceeds this page limit will not be scored.

  4. Describe your experience establishing and maintaining cooperative working relationships with others to complete projects.
  5. Describe your experience in written and verbal communication skills and high level of proficiency in Excel, Word and PowerPoint.
