Management Analyst 4 - COOP Coordinator - Job ID 56782

Job Summary
As the Continuity of Operations Plan (COOP) Coordinator for the Minnesota Pollution Control Agency, this position provides leadership to the agency's business needs regarding the ability to maintain operations in response to numerous incidents types that could disrupt normal business procedures. The position works with the agency leadership, in developing, implementing and maintaining a continuity of operations plan for the agency. The position completes the analytical assessment of business processes and facilitates the appropriate discussions to determine priority areas and timeframes when various parts of the business must be operational. The position will lead a core team to serve as support for the plan implementation and training exercises. The position participates on the state's enterprise business continuity planner’s team. The position assists in designing effective customer applications, propose business system re-engineering where applicable, write system documentation, write user procedures and develop/deliver training materials using process improvement tools. The incumbent will be required to learn the management software and perform research to understand to ensure the agency's continuity of operations plan meets the state's enterprise system in timeframes and contents.

Minimum Qualifications
  • Three years of professional level experience (e.g. Planner Senior State, State Program Admin Senior, etc.) conducting business process improvement, performance measurement and/or project management. Ability to learn the National Incident Management System structure, Minnesota Emergency Operation Plan (MEOP) and Disaster Local Area Network (DLAN).
  • Accomplished in using computer programs (Microsoft Word, Access and Excel).
  • Strong written and communication skills sufficient to prepare and present reports and recommendations to a variety of people.
  • Advanced interpersonal skills to engage others in the agency’s business processes and the ability to build strong working relationships, and establish confidence and rapport quickly.

Preferred Qualifications
  • Skilled in team building and systems approach to problem solving.
  • Ability to define the technology architecture needed to support the agency's complex business processes.
  • Process improvement skills sufficient to identify system performance gaps or deficiencies and recommend viable solutions.
  • Ability to learn the business operations, agency program delivery systems records management and systems components.

Additional Requirements
This position requires successful completion of the following:
  • A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory driver's license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
