The Water Quality Program within the Department of Ecology is looking to fill a Construction Stormwater General Permit Writer (Environmental Specialist 4) position.
Upon hire, you must live within a commutable distance from the duty station.
Stormwater runoff from construction sites can carry muddy water, debris, and chemicals into local waterways. Sediments, chemicals, and debris can harm aquatic life and reduce water quality. We require regulated construction sites to get coverage under the Construction Stormwater General Permit (CSWGP). Following the requirements in this permit helps control and reduce water pollution.
The mission of the Water Quality Program is to protect and restore Washington's waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.

What makes this role unique?
With over 2,500 active permits, the National Pollutant Discharge Elimination System (NPDES) Construction Stormwater General Permit is the Water Quality Program’s biggest permit, and is integral to protecting water quality during development in Washington state. You will work with a team of people to implement, provide technical assistant to permittees, inspect and reissue this permit on a 5-year cycle. The other partners in this work include a statewide team of permit administrators and inspectors, and regional offices. You will join a team of supportive, inclusive, collaborative, and innovative permit writers that together support, implement, and reissue 23 Water Quality General Permits.
What you will do:
In this position, you will help the program and stakeholders with the implementation and reissuance of the statewide Construction Stormwater General Permit (CSWGP). You will also assist with erosion and sediment control on construction sites, including sites with contaminated water or soils.
Permit Development and Implementation:
- Lead general permit-related negotiations. Respond to permit appeals and lead internal and external outreach activities related to the permit.
- Advise program management and staff on policies, priorities, training and program/cross program issues related to the CSWGP.
- Analyze data related to construction stormwater general permitting, guidance and training.
- Help find information required for policy development, legislation, regulations and recommended priorities related to general permits.
- Provide expertise and historical background on the CSWGP as needed for agency management decisions.
- Work on the Construction Stormwater sections of the stormwater manuals (drafting content, reviewing, editing, updating guidance)
- Lead general permit development and teams implementing the Construction Stormwater General Permit, interpreting the permit to answer questions on enforcement, monitoring, effluent limitations, Best Management Practices, and permit applicability.
- Conduct effective management and administration of the CSWGP through the CSWGP Implementation Team (PIT):
- Set Meeting Agendas and post them on the CSWGP SharePoint site
- Facilitate monthly meetings to ensure statewide implementation consistency
- Develop policies, procedures and guidance to support implementation
- Manage follow-up on action Items
- Recommend and provide training
Contaminated construction site permitting specialist:
- Coordinate and track reviews of contaminated sites with Regional staff.
- Assist with review of engineering reports, plans and other supporting documentation.
- Provide Administration Order narrative, table templates, and other resources in support of Regional management of contaminated sites.
- Help determine indicator levels for constituents, providing monitoring and other technical support for the Regions.
Certified Erosion and Sediment Control Lead (CESCL) Program:
- Recommend training for CSWGP inspectors.
- Provide feedback and program improvement input to the CESCL trainers, convening a meeting with them on at least an annual basis.
- Maintain the CESCL database and coordinate with CESCL trainers on a regular basis.
- Analyze program structure and seek ways to improve the training layout and content requirements.
- Draft and issue Memorandum of Agreements (MOAs) and coordinate program manager approval.
- Coordinate necessary updates to CESCL webpages and database improvement efforts.

Nine (9) years of combined experience and/ or education:
- Education: Involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied science field.
- Experience: In environmental analysis or control or environmental planning.
Experience may include a combination of the following:
- Writing environmental regulatory documents
- Writing technical documents
- Managing complex projects
- Reviewing environmental documents
- Providing technical support for environmental issues
- Developing environmental policies, procedures, guidance, and regulations
- Implementing an environmental regulatory program
- A Bachelor's degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
- Five (5) years of professional-level experience in environmental analysis or control, or environmental planning, which may include experience as described in option 1.
- A Master’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
- Three (3) years of professional-level experience in environmental analysis or control, or environmental planning, which may include experience as described in option 1.
- A PhD degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
- Two (2) years of professional-level experience in environmental analysis or control, or environmental planning, which may include experience as described in option 1.
- Two (2) years of experience as an Environmental Specialist 3 at the Department of Ecology.
