ASSOCIATE GOVERNMENTAL PROGRAM ANALYST/STAFF SERVICES ANALYST (GENERAL)

Remote Work is available with only 1-2 days per month of physical presence in the office required. When physical presence is required, employees are responsible for travel expenses to their office site. Additional Hybrid Telework and Alternative Work Week Schedules are also available.

The Department of Health Care Access and Information (HCAI) is the leader in collecting data and disseminating information about California’s health care infrastructure. The Associate Governmental Program Analyst (AGPA) performs full journey-level analytical duties in the Healthcare Payment Data (HPD) and the Cost Transparency Prescription Drug (CTRx) programs within the Cost Transparency Section (CTS) as the Cost Transparency Analyst. The AGPA may function independently and/or as a team leader/member within the unit and with other program sections in providing analytical assistance and support regarding existing statutes, regulations, policies, and procedures. The incumbent will collect, analyze, and review data submissions from health plans and prescription drug manufacturers for completeness, accuracy, and compliance; and will support constructive relationships with industry and public stakeholders.

In the HCAI Information Services Division work environment, staff handle confidential patient data. Specific Status and regulations, and HCAI policies and procedures, govern the collection, storage, disclosure, and use of confidential data. The incumbent is responsible for the safe and secure handling of this data in compliance with these policies and procedures.

ASSOCIATE GOVERNMENTAL PROGRAM ANALYST

Either I

Experience: One year of experience performing the duties of a Staff Services Analyst, Range C. or

Or II
Experience: Three years of professional analytical experience performing duties in one or a combination of the following or closely related areas: budgeting, management analysis, personnel, planning, program evaluation, or policy analysis.

Promotional candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment.
 
(One year of graduate work in public or business administration, industrial relations, psychology, law, political science, or a related field may be substituted for six months of the required nonsupervisory experience.)

STAFF SERVICES ANALYST

Either I
 
Education: Graduation with a Bachelor's degree from a recognized four-year accredited college or university. (Registration as a senior in a recognized institution will admit applicants to the examination, but they must produce evidence of graduation or its equivalent before they can be considered eligible for appointment.)

Or II
 
Work experience in the California state service may be substituted for the required education in Pattern I on a year-for-year basis by applicants who have at least six semester or nine quarter units of college level training in public or business administration, accounting, economics, political or social science, English, speech, statistics, law, or a closely related area.
