Agency Public Records Officer

The Administrative Services Division (ASD) within the Department of Ecology is looking to fill a Public Disclosure Officer (Management Analyst 5) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

Take the lead in disclosure of vital natural resource data for an informed public, leading to better decision-making and transparent, accountable government. Leverage your creativity and innovation to discover and develop new and evolving methods to administer public records intake, production, and tracking in order to efficiently and defensibly further the Ecology mission of clean air, land, and water.

Program Mission: This position will report to the Information Governance Office (IGO) in the Administrative Services Division of Ecology. The Information Governance Office’s (IGO) mission is to administer records and information practices to mitigate risk, promote transparency, and provide excellent customer service to the public and our staff.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is required to work in the office one day per week. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. Duties



What makes this role unique?
This is a unique position because you will work with 10 different environmental programs like air quality, shorelines and water resources to ensure that record requests are timely and accurate. You will work closely with public disclosure coordinators in each program and region. In addition you will work with executive staff, the Information Governance Manager and the Attorney General’s Office to manage risks associated with record exemptions and challenging time constraints. The best candidate for this position will have excellent communication skills and be professional, discrete, and respectful of others.

What you will do: 

  • Provide expert advice and consultation to executive management regarding complex public disclosure issues that impact all agency programs. Recommend the appropriate deployment of agency resources to adequately respond to large or challenging requests. 
  • Formulate and implement Ecology’s public disclosure policy and procedures and develop agency-wide training. 
  • Represent the agency in legal consultation with the AGO on public records issues. Ensure policy and legal requirements are disseminated to agency executives, managers, supervisors and Public Disclosure Coordinators. Designated subject matter expert in legal requirements for PRA compliance. 
  • Monitor and analyze proposed or pending changes to state laws and rules that relate to public disclosure. Monitor and analyze developments in case law and implements necessary policy and procedure changes required for compliance. 
  • Coordinate with the AGO on the defense of PRA litigation as well as the formulation of the agency’s litigation position.  
  • Consult with program/regional coordinators to provide expert advice and guidance on PRA compliance and perform quality control and compliance audits of public records responses
  • Consult on complex public records issues, including scope of requests, interpreting laws, rules and policies, and legality of exemptions. Also assist coordinators with electronic records production standards, how and where to store and deliver records to requesters. 
  • Conduct monthly Public Disclosure Coordinator meetings, quarterly conference calls with the AGO, and semi-annual meetings with each program and region.


Qualifications

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

A total of nine years of experience and/or education as described below:

Professional level experience in two (2) or more of the following areas: 

  • Conducting research
  • Analyzing policies, laws, rules or regulations
  • Conducting business analysis and developing requirements
  • Leading business projects
  • Business policy development
  • Managing business operations
  • Supervising


Education: involving a major study in business administration, public administration, health administration, law, environmental law, finance, economics, statistics, environmental management, environmental or public policy or a related field. 

All experience and education combinations that meet the requirements for this position:



Special Requirements/Conditions of Employment: 

Obtain and maintain a valid driver’s license.


Desired Qualifications:

  • Two years dedicated experience working with electronic records search and retrieval at the enterprise -level of an organization. Experience includes searching for electronic files in various digital media such as email, file servers, and portable storage. 
  • Experience includes a demonstrated working knowledge of the legal requirements relating to litigation discovery and public records disclosure. 
  • Knowledge and understanding of RCW 43.21A.160 Department of Ecology – Confidential. 
  • Be highly organized and able to make quick decisions and provide guidance to Ecology staff statewide using advanced expertise in the interpretation of statutes and regulations. 
  • Have knowledge and understanding of RCW 42.56 Public Records Act, WAC 173-03 Public Records, and WAC 44-14 Public Records Act – Model Rules.
