Together, the agency manages 225,000 contracts, valued at more than $3.5 trillion, at 15,000 contractor locations worldwide. DCMA makes sure DoD, other federal agencies, and partner nation customers get the equipment they need, delivered on time, at projected cost, and meeting all performance requirements.
Every business day, DCMA receives nearly 1,000 new contracts and authorizes more than $900 million in payments to contractors. Most importantly, every day our team delivers more than a million and a half items – from fighter jets to fasteners – to our warfighters.

Duties

  • If selected at the GS-07 level, duties will be performed in a developmental capacity.
  • Serves as an Industrial Specialist development intern within DCMA.
  • Completes classroom and on-the-job training to acquire, exercise, and maintain knowledge of the duties inherent in serving as an industrial specialist on a multi-functional ops team performing production surveillance over one or more Gov suppliers.
  • In a developmental capacity, utilizes a supplier risk management tools to determine the appropriate priority, degree, and intensity of surveillance required for individual assigned supplier facilities.
  • In a developmental capacity, assesses physical progress on contracts eligible for progress payments.
  • In a developmental capacity, conducts formal and informal surveys of potential suppliers in regard to supplier performance capability.
  • Observes and assists with risk-based contract schedule surveillance and delivery management on assigned contracts; and discussions on non-compliant areas with supplier representatives.

Qualifications:
To qualify for an Industrial Specialist (General), your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-07 level, applicants must possess one year of specialized experience equivalent to the GS-05 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Experience with the methods, materials, machinery, and facilities used in industrial production operations which may include exploration, extraction, refining, manufacturing, or processing; OR
  • Experience in management or supervision of production operations; OR
  • Experience in industrial planning, industrial engineering, or plant engineering involving determination of facilities and layout; OR
  • Experience in process or methods development involving production practices associated with chemical, mechanical, electronic, textile or food industries; OR
  • Experience in the development of specifications to define work products; OR
  • Experience in sales engineering or buying that required a comprehensive knowledge of production operations; OR
  • Experience planning and administering industrial quality control and inspection systems and programs; OR
  • Experience in performing comprehensive survey and analysis of industrial operations organization, and capacity; OR
  • Experience interpreting and applying contract clauses and government acquisition regulations; OR
  • Experience in the development of plans to determine material requirements and/or schedules for production management.

C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade level GS-07, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-07.

The position of Quality Assurance Specialist is a DCMA Keystone Program opening. DCMA uses the Direct Hire Authority to recruit and attract exceptional individuals into the Federal Workforce. Prior to appointment, all candidates will be required to sign a Keystone Conditions of Employment Agreement.

During the Keystone Program, participants will receive specialized formal classroom training, computer-based training, and on-the-job (OJT) training. The training development program will consist of the following:

  • Report initially to the Contract Management Office (CMO)/Center in the duty location for which you were selected.
  • Travel TDY (Temporary Duty Travel) for one week to attend training at the DCMA Learning Campus (DLC) in Fort Lee, VA. Dates to be determined due to COVID restrictions.
  • Spend 6 months in the CMO/Center for on-the-job (OJT) and developmental training.
  • Return within the three year developmental training to the DLC, HQ or other CMO locations for assessment/various functional specific training.
