The Department of Health Care Access and Information (HCAI) is the leader in collecting data and disseminating information about California's healthcare infrastructure. Under the direction of the Staff Services Manager II of the Cost Transparency Section within the Information Services Division (ISD), the Health Program Specialist II will serve as the lead program consultant for the Health Care Payments Data Program (HPD). The incumbent will be responsible for HPD contract management, budget tracking, regulation development, and legislative bill analysis. In addition, the HPS II will serve as the program’s technical writer and be responsible for the maintenance of the HPD website, listserv, newsletter, and development of the program’s legislative reports. Lastly, this position will provide coordination support for the HPD submitter group.

In HCAI’s Information Services Division work environment, staff handle confidential patient data. Specific statutes and regulations, and HCAI policies and procedures, govern the collection, storage, disclosure, and use of confidential data. The incumbent is responsible for the safe and secure handling of this data in compliance with these policies and procedures.

Health Program Specialist I


Either I

 
One year of experience in the California state service performing duties equivalent to Associate Health Program Adviser. (Applicants who have completed six months of service performing the duties as specified above will be admitted to the examination, but they must satisfactorily complete one year of this experience before they can be eligible for appointment.)

Or II

 
Experience: Three years of progressively responsible experience in health program administration, at least one year of which shall have been with major responsibility for a significant program such as is normally found in a complex or departmentalized medical care delivery setting or health institution or organization. (Possession of a Doctoral Degree in Public Health, Health Administration, Health Planning, Public Administration, or a closely related health professional field may be substituted for up to one year of the required general experience.) and
 
Education: Possession of a Master's Degree in Public Health, Health Administration, Hospital Administration, Comprehensive Health Planning, Public Administration, or a closely related health professional field. (One year of additional specialized qualifying experience may be substituted for the required master's degree.)


Health Program Specialist II


Either I

 
One year of experience in the California state service performing duties equivalent to a Health Program Specialist I or Health Program Manager I.

Or II

 
Two years of experience in the California state service performing duties equivalent to an Associate Health Program Adviser.

Or III

 
Experience: Four years of progressively responsible experience in health program administration, at least two of which must have been with independent responsibility for a significant program such as is normally found in a complex or departmentalized medical care delivery setting or health institution or organization. This experience must include program planning and/or evaluation experience and the making of recommendations to management. (Possession of a Doctoral Degree in Public Health, Health Administration, Health Planning, Public Administration, or a closely related health professional field may be substituted for one year of the required general experience.) and
 
Education: Possession of a Master's Degree in Public Health, Health Administration, Hospital Administration, Comprehensive Health Planning, Public Administration, or a closely related health professional field. (One year of additional specialized qualifying experience may be substituted for the required master's degree.)
