Various Positions: Human Capital Analyst / Program Analyst / Financial Specialist / Budget Analyst

Summary

These positions are located in multiple Headquarters offices, in multiple divisions, branches, and sections. If selected, you must work at the location stated in this announcement. Salary will be based on the grade level for which you are selected.

Duties (By Job)

At the entry level of an Human Capital Analyst position, you will:
- Serve as a liaison between management officials and the Shared Service Center (SSC).
- Assist in examining staffing, recruitment and placement programs, policies, procedures and accepted practices.
- Participate in the assessment of program effectiveness and efficiency.
- Coordinate reorganization proposals.
At the entry level of a Program Analyst position, you will:
- Utilize program evaluation techniques under close supervision to collect and analyze routine information for decision makers in support of mission accomplishment.
- Assist in the application of analytical approaches, methods, and techniques to perform segments of studies/projects to assist the organization in program planning, measurements, or evaluation.
- Assist higher grade Program Analysts to examine current or proposed policies, laws, regulations, or administrative procedures to develop data.
- Gather programmatic data to assist in developing recurring or special reports, preparing executive briefings and similar materials for use by management and higher graded analysts in carrying out and reporting on program accomplishments.
At the entry level of a Financial Specialist position, you will:
- Assist with invoice payment processing.
- Assist with conducting internal Agency audits.
- Provide assistance to project officers and/or stakeholders.
- Assist with maintaining internal control standards.
At the entry level of a Budget Analyst position, you will:
- Participate in one or more of the three major phases of budgeting: budget formulation, budget presentation/enactment, and budget execution.  
- Assist in reviews, edits, and consolidation of the annual and multi-year budget estimates for assigned organizations into a single budget request.
- Identify and analyze basic trends in the receipt, obligation, or expenditure of funds.
