Summary

The National Oceanic and Atmospheric Administration (NOAA) is seeking bright, innovative, results-driven recent graduates under the National Defense Authorization Act (NDAA). The NDAA is a highly competitive authority appointing recent college graduates into entry-level personnel for subsequent advancement to the journey-level in professional and administrative career fields.

Recent graduates who have completed a qualifying bachelors, masters, professional, or doctorate from a qualifying educational institution within the previous (2) two years (using the date of your application for this vacancy). Duties

This position is located in Office of the Chief Financial Officer (OCFO), a corporate staff office of the Under Secretary for Oceans and Atmosphere and Administrator, with one vacancy in Silver Spring, MD.
As a Support Services Specialist, you will perform the following duties:
  • Provides routine administrative support to other division within the Finance Office. Maintains office supplies and keeps supply room in an organized manner requiring the application of clear and well-established methods and techniques.
  • Prepares purchase requests, processes both government credit card and purchase orders requests; ensures that information pertaining to items, description, price, quantity, etc., is correct and funds are available. Maintains related expenditure accounts such as all supporting document files.
  • Assists with property custodian responsibilities. Properly documents all excess property identified for redistribution and/or disposal. Ensures regulations are followed in the proper processing, tracking, storing, and conveying of property the Office of Chief Financial Officer for final disposal.
  • Serves as a Card Holder for the government Purchase Card Program (GPCP) to purchase orders for the supported areas. Employee routine reviews all purchase documentation and verifies transactions under the guidance of a higher graded specialist.
These duties are described at the FPL ZA-3, the ZA-2 is developmental leading to such performance.


Requirements

Conditions of Employment

Must be a U.S. Citizen or National to apply. Required to pass a background investigation and fingerprint check. Must be suitable for Federal employment. Must be registered for Selective Service, if applicable (www.sss.gov)A minimum one year probationary period will be required. Meet Recent Graduate Eligibility Requirements. If selected, required to complete OGE Form 450 financial disclosure. This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZA-2 is equivalent to the GS-7/9 grade levels. The ZA-3 is equivalent to the GS-11/12.
This position is not in the bargaining unit.

NOTE:
College Transcript:  Applicants must submit a copy of their college transcript that lists college courses, course title, and number of credit hours. If you have a future graduation date, you must provide a letter from the school registrars's office that includes the name of the student/applicant, the name of the school, and verification of your anticipated graduation date. The transcripts or letter must indicate that the degree has been conferred. You may submit an unofficial copy of the transcript at the initial phase of the application process, but an official certified copy must be received before you can report to duty.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.
This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-2 level:
SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZA-1 or GS-06 level of the Federal service is defined as meeting ALL of the following experience:
  • Assisting in providing administrative support for an office in the areas of maintaining and monitoring office supplies, purchasing, monitoring office accounts, or property management.
OR
EDUCATION: One full year of graduate-level education, if related.
OR
COMBINATION: A combination of related graduate-level education and specialized experience.
To qualify at the ZA-3 level:
SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 level of the Federal service is defined as meeting ALL of the following experience:
  • Providing administrative support for an office in the areas of maintaining and monitoring office supplies, purchasing, monitoring office accounts, or property management; and
  • Assisting in onboarding and offboarding employees.
OR
EDUCATION: Three (3) years of progressively higher graduate level education leading to a Ph.D, a Ph.D or equivalent doctoral degree.
OR
COMBINATION: A combination of education and experience as described above.
