Assistant Management Analyst / Management Analyst (Metropolitan Water District Program)

The San Diego County Water Authority is an independent public agency that serves as San Diego County's regional water wholesaler. The mission of the Water Authority is to provide a safe and reliable water supply to its 24 member agencies serving the region's $240 billion economy and 3.3 million residents.

The Metropolitan Water District (MWD) Program
As MWD’s largest financial contributor, the Water Authority promotes policies at MWD that embrace transparent governance and fiscal responsibility, create equity among MWD member agencies, and facilitate the efficient and optimal use of water resources and facilities. The Water Authority’s MWD Program advises the agency’s Board officers and MWD Delegates in developing and implementing strategies to achieve the Water Authority’s water resiliency and fiscal goals at MWD.

The MWD Program staff works closely with other Water Authority departments to analyze MWD programs and policies and their impacts on the Water Authority’s water management strategies and operations. Program staff also collaborates with MWD board members, MWD member agencies, and other stakeholders to advance the Water Authority’s positions on policies, programs, and projects impacting MWD supply reliability, water quality, and costs.

The Position
The Assistant Management Analyst/Management Analyst performs routine to complex professional administrative, organizational, financial, budgetary, statistical, economic, and other management analysis in support of departmental or Water Authority-wide activities, functions and programs, including assessment of various MWD policies, programs and projects; and performs related duties as assigned. The Assistant Management Analyst/Management Analyst will also be responsible for preparing technical and policy-oriented reports, correspondence, and action plans, and will advocate for the Water Authority when appropriate.

Qualification Guidelines
The qualification guidelines generally describe the knowledge and ability required to enter the job in order to successfully perform the assigned duties. Any combination of experience and training that would provide the required knowledge, skills and abilities will be considered.

Assistant Management Analyst: A Bachelor's degree from an accredited college or university with major course work in resource management, economics, politics, business administration, public administration or a closely related field, supplemented by two years of professional experience in administration and management analysis; or an equivalent combination of training and experience.

Management Analyst: A Bachelor's degree from an accredited college or university with major course work in resource management, economics, politics, business administration, public administration, or a closely related field, supplemented by three years of professional experience in administration and management analysis; or an equivalent combination of training and experience.

Licenses and Other Requirements
A valid California driver's license and the ability to maintain insurability under the Water Authority's Vehicle Insurance Policy.

Work Location and Travel Requirement
This position may be based out of the San Diego County Water Authority's San Diego (Kearny Mesa) or Los Angeles location. This position will also involve travel, which may be approximately 2 - 4 times per month within Southern California to attend member agency meetings and water infrastructure tours (of the Colorado River Aqueduct and Sacramento-San Joaquin Bay Delta).
