Program Analyst
The Minority Business Development Agency (MBDA) is the only federal agency solely dedicated to the growth and global competitiveness of minority-business enterprises (MBEs) and offers various targeted grants and cooperative agreements. This position is located in the Department of Commerce (DOC), Minority Business Development Agency (MBDA), Office of Business Development (OBD), Grant unit.

This incumbent is a developmental program analyst performing analysis and advisory assignments related to the effectiveness of programs and/or the efficiency of the management of operations.
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12, however a selection can be made at any of the following grade levels: GS-9, GS-11 OR GS-12. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. At the GS-11 grade level, you will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
The selected candidate will support MBDA's Program Manager (Grants) by performing programmatic grants management functions for no less than 10 grants and/or cooperative agreements. Specifically, the candidate will be managing analysis techniques to identify, consider, and resolve issues or problems; briefing managers and in communicating tentative recommendations regarding efficiency in program operations; and operating guidelines governing administrative programs to help initiate program changes. Additional duties and responsibilities include:
- Performs analysis and advisory assignments related to the effectiveness of programs and/or the efficiency of the management of operations.
- Identifies procedural problems in program operations, using quantitative or qualitative methods.
- Plans, coordinates, and executes of business functions, resource allocation, and production
- Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques.
