Clarification from the agency

Recent Graduates who have completed a qualifying degree or certificate from a qualifying educational institution or technical education program within the preceding two years of application submittal (the two years begins on the date all course requirements are met). Veterans unable to apply within two years of receiving their degree due to military service obligation may apply up to six years after degree or certification.

Duties

At the entry level of this position, you will:
  1. Use standard program evaluation techniques to analyze information to increase the effectiveness and efficiency of program operations.
  2. Apply analytical approaches, methodologies, concepts and techniques to assist in planning and carrying out studies/projects to aid the organization in program planning, measurement, or progress evaluation.
  3. Examine current or proposed policies, laws, regulations or administrative procedures to assist in determining potential impact and developing associated recommendations.
  4. Gather and evaluate programmatic data to assist in developing recurring or special reports, preparing executive briefings and similar materials for use by management in carrying out and reporting on program accomplishments.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level.
