This position is hybrid/remote. Employees in positions that are approved for full-time remote work must work at a location within a 2-hour drive from the position's assigned Buncombe County facility.

The Planning and Development Department is seeking a professional planner to join our long range planning division.  This position will be instrumental in assisting with the ongoing implementation of the Buncombe County 2043 Comprehensive Plan as well as significant updates to our development ordinances.

Purpose of the position:
The primary purpose of this position is to provide oversight, direction and advanced technical work for evaluation, administration, and implementation of specific programs and development related regulations related to planning and development within the County’s Planning Department.
Minimum Education, Training and/or Experience:
Bachelor’s degree in planning or related field and four (4) years of experience in rural and or urban planning at the local governmental level, including experience administering land development ordinances; or a Master’s degree in planning or related field with two (2) years of experience as noted above; or an equivalent combination of education and experience.

Additional Training and Experience: None
License or Certification Required by Statute or Regulation:
AICP, CFM or other planning related certifications is preferred.

Essential Functions of the position:
  • Initiate and execute the planning and coordination of activities in assigned areas of specialization; monitor to ensure projects remain on schedule and routinely advise the Planning Director on daily operation of planning related functions.
  • Analyze project needs, programs, services, and requests for assistance, recommend project priorities and enforce planning and zoning regulations and contract specifications.
  • Serve as a technical advisor to the Board of Commissioners, Board of Adjustments, Planning Board, other boards and agencies as necessary, and County officials on matters relating to planning and developing activities
  • Performs other related duties as assigned.

Knowledge, Skills, Abilities:
  • Ability to organize and conduct complex planning and research studies and to formulate substantive recommendations based on such studies.
  • Skill in conflict resolution, tact, and handle tense situations.  This position plays a critical role in de-escalation of upset or distraught customers especially those that involve other staff members.
  • Knowledge of the principles and practices of rural and urban planning.
  • Knowledge of governmental programs, laws, grants, and services pertinent to the planning process.
  • Knowledge of the environmental and socioeconomic implications of the planning process.
  • Knowledge of management techniques as applied to local government.
  • Knowledge of current literature, trends, and developments in the field of planning specialization.
  • Knowledge of floodplain management, affordable housing, land use, and environmental design.
  • Knowledge of construction process and land development.
