Data Analyst for the Office of Neighborhood Strategies

HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion – the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team
The Office of Neighborhood Strategies (ONS) is charged with ensuring that HPD’s development and preservation efforts are guided by meaningful community engagement and coordinated with public investments in infrastructure and services, as put forth in the Mayor’s Housing Plan. ONS is composed of two divisions and one cross-divisional unit reporting to the Deputy Commissioner: 
  • The Division of Planning & Predevelopment (P&P) is central to developing and managing HPD's housing production pipeline from project proposal phases through the land use review and entitlement process, to ensure that HPD's investments contribute to building strong, healthy, resilient neighborhoods in all five boroughs. 
  • The Division of Neighborhood Development & Stabilization (ND&S) leads the agency's commitment to neighborhood planning and strategic preservation through engagement with tenants, landlords, community leaders, and neighborhood stakeholders as we work to enable strong and healthy neighborhoods anchored by affordable housing. 
  • The Strategic Initiatives Unit leads special ONS initiatives and provides essential technical, planning, and policy support to staff and the Deputy Commissioner of Neighborhood Strategies. The Data Analyst is a member of this team. 

Your Impact: 
As a Data Analyst for the Office of Neighborhood Strategies, you will provide critical analytical, business intelligence, and operational support to help ONS meet its goals and vision. You will provide technical and analytic support for ONS’s neighborhood, resiliency, and land use planning, predevelopment and urban design, and community engagement and tenant/homeowner support activities. Your efforts will help teams plan and evaluate program operations to achieve the greatest impact possible. 

Your Role: 
You will work with the Director of the Strategic Initiatives Unit and other staff to provide data, capacity-building, and operations support to ONS. You will help build and maintain tools to advance the mission of ONS and support teams on projects to design, analyze, and implement data-driven strategies, streamline processes, and evaluate progress and outcomes. 

Your Responsibilities: 
The Data Analyst will be expected to: 
  • Create, maintain, and improve data tools to guide strategic planning for ONS and to organize, streamline, evaluate, and communicate our work 
  • Support the implementation of data-driven program operations and provide technical assistance to ONS teams on using data-driven program management, project tracking, and evaluation tools 
  • Clean and analyze data to bolster and drive forward ONS’s planning, policy, and urban design work 
  • Develop expertise in the agency’s information systems; business intelligence ecosystem, including Oracle BI and Microsoft PowerBI; and administrative datasets that underlie ONS’s planning and policy-making activities 
  • Respond to data requests and liaise with staff from other HPD Divisions and City agencies, as well as external stakeholders, on matters related to project management and tracking, analytics, and evaluation 
  • Develop maps and visualization tools to highlight ONS work and analytics 

Preferred Skills & Experience: 
  • Data management expertise: Experience creating, maintaining, querying, and analyzing databases of administrative data; interest in creating and maintaining data and technology tools 
  • Analytical skills: Experience and/or interest in using data and technology to improve government processes and policies; experience with data analysis (Python, R, Stata, advanced Excel, or similar) and/or visualization tools (ArcGIS, QGIS, or similar); interest in learning new data analysis tools and techniques  
  • Project management skills: Proven ability to manage complex projects; to receive direction and anticipate next steps; and to break down complex issues and processes into smaller, more manageable pieces 
  • Relationship-building skills: Ability to collaborate with, and relate to, people from different backgrounds and to work in a collaborative, team-oriented environment 
  • Communication skills: Strong written, verbal, and presentation skills; ability to present information clearly to people with varying levels of comfort using technology 
  • Self-starter: Ability to take initiative and to work both independently and with others  
  • Subject-matter expertise: Interest in New York City government, housing, and land use issues; past experience in these areas a plus, but not required 
  • Education: Bachelor’s degree in urban or city planning, data analytics/science, political science, public policy, or urban studies/science required; master’s degree a plus 
  • Professional experience: A minimum of two years of professional experience in a related field
