WIOA Research & Policy Analyst

Over the past decade, the CWDB’s budget, programs, and staff have grown exponentially using federal and state workforce funding to pilot new sector-based workforce initiatives and develop policy solutions that address the quality and accessibility of jobs in addition to training.
 
Job Description and Duties
 
Under the general direction of the Policy, Legislation, and Research Staff Services Manager II (SSM II), the Research Data Analyst (RDA) researches, coordinates, monitors, and tracks all legislative bills and concepts, including proposed state and federal legislation, regulations, codes, and guidelines relating to workforce development. The RDA acts as an adviser to the SSM II on the political feasibility, risks, and strategy of legislative proposals and bills that impact the CWDB and the state's workforce development system. The RDA compiles, analyzes, interprets, and presents research regarding federal and state policy, especially as it relates to WIOA target populations and programs. Lastly, the RDS creates and maintains relationships with Legislative staff and interagency partners, and coordinates with the Labor and Workforce Development Agency, interagency partners, and Legislative staff, as assigned, to provide technical assistance on programs and legislation.

The incumbent leads coordination efforts with other California Workforce Development Board (CWDB) divisions and external entities such as the Employment Development Department (EDD) and the Local Workforce Development Boards.
 
Telework - The California Workforce Development Board (CWDB) headquarters is located in Sacramento, CA, however we will consider candidates from nearby areas as remote and/or telework options may be available for this position. Terms of the telework schedule are subject to Branch/Division needs and CWDB policies.
